Establishes and maintains high-level liaison with professional, municipal, ste, and federal agency representives. Establishes and directs regional, inter-service frameworks and partnerships to streamline program deliver and ensure a unified military social service response. Chairs regional boards of management and participes in nional, regional, and local conferences to ensure consistent regional represention and alignment with Navy claimants and program managers on QoL program operions. Directs the regional execution and oversight of comprehensive Navy QoL/QoS programs including Morale, Welfare and Recreion (MWR); Fleet and Family Support Programs (FFSP); Child and Youth Programs (CYP); and Family and Bachelor Housing. May also include Navy Wounded Warrior (NWW) and Nonappropried Fund (NAF) Support Services (e.g., human resources, informion technology, marketing, facilities, etc). Formules, interprets, and issues regional policy, standards, and procedures governing FFR programs, ensuring compliance with legislive, Department of War (DoW), Department of the Navy (DON), and CNIC requirements. Establishes short and long-range operional plans, goals, and objectives. Continuously evalues program performance through periodic reviews of fleet/shore requirements, personnel trends, operions reports, and surveys. Directs and supports systemic program audits, inspections, and investigions to evalue the technical soundness, safety, and regulory compliance of operions in the AOR. Orders operional adjustments to mitige high-level programmic risks. Directs comprehensive technical, economic, and social analyses to resolve complex or controversial regional issues, reduce costs, and increase quality of programs and services delivered to the fleet. Designs new organizional concepts to maximize and systemically improve operional efficiency. Exercises final regional authority over NAF FFR resources, maintaining strict oversight of execution and fiscal accountability across a multi-million-dollar annual budget. Formules and issues annual budget and execution guidance for regional QoL programs aligned with CNIC, DON, and DoW funding objectives. Retains final review, modificion, and approval authority for all NAF FFR budget submissions from subordine commands. Mitiges financial risk and corrects operional deficiencies by continually assessing the technical and economic feasibility of operions, proactively modifying budget plans to adapt to geopolitical situions, funding constraints, policy shifts, or changing command objectives. Directs work to be accomplished by a multi-tiered workforce of civilian (NAF and GS) and military personnel. Serves as the first-level supervisor and ring official for key staff which may include one Deputy Director; least 6, but up to 12 Supervisory Program Analysts/Managers (NF 5 or
GS 13-14
); and one Administrive Support position (NF-3 or IHA 1-4). Exercises second-level supervision over a diverse operional workforce, which may include Foreign Nional (FN) employees with various classificions, and serves as the Senior Ring Official (SRO) for activity managers within the AOR. Evalues subordine performance, conducts annual performance reviews, and sets clear, measurable performance standards. Exercises full authority for organizional staffing decisions, including selecting candides for vacancies, directing promotions, and approving reassignments or organizional restructures. Identifies staff training and developmental needs, ensuring personnel receive the necessary technical and professional training to maintain high-quality program delivery. Skill in and ability to communice effectively, both orally and in writing, with Navy claimants, municipal/ste/federal agencies, and civilian and military leadership. Ability to direct multi-locion QoL/QoS programs to support force readiness and retention. Ability to develop, apply, and adjust experimental theories and plans to problems which are not responsive to resolution by accepted methods sufficient to tain program objectives.
