Job Description

Tacoma Power is looking for a Senior Program Manager to join their Power Management team. In this role you will be responsible for developing and managing customer energy programs and pilots to meet Tacoma Power's future conservation and capacity goals. The Senior Program Manager must be able to determine and finalize program delivery mechanisms and develop program implementation plans that translate strategy into an appropriate program scope with measurable business outcomes, risks, and change management plan. This will include extensive collaboration with cross-functional teams to guide the strategic alignment and functionality of the programs with utility and customer needs. The position will also manage existing incentive programs by overseeing project compliance, monitoring performance against energy-savings and budget targets, and maintaining accurate program records and reporting. The position represents Tacoma Power with customers, contractors, trade allies, and regional utilities, fostering strong partnerships that support Customer Energy Solutions' mission to deliver reliable, equitable, and cost-effective energy services.
Responsibilities Include:
Lead new program development. Manage development through stage-gate workflows Determine and finalize program delivery mechanisms and develop program implementation plans to identify program scopes, goals, risks, and constraints Establish cross-functional teams of subject matter experts (SME) and stakeholders, with the assistance of supervisors and managers Identify implementation team, change management needs, and SME support to implement programs Outline customer engagement, marketing, and communication plans Identify, escalate, and resolve issues across complex initiatives; drive decisions amid ambiguity using adaptive strategy and change management practices Establish KPls, effective reporting cadences, and governance processes to monitor program performance and process health Prepare executive-level presentations for approvals; align designs to strategic drivers and discrete business objectives Oversee customer energy projects to ensure they are completed in compliance with program requirements Prepare and maintain all correspondence, records and files as required Monitor project progress in relation to annual budget and kWh/kW goals. Inspect and approve New Construction conservation projects as assigned Integrate voice of the customer and equity considerations to ensure programs meet customer needs across commercial, industrial, government, institutional, and multifamily sectors Read, interpret and apply contract provisions, energy services technical specifications and federal/state program requirements as related to the development of new incentive programs Minimum Education
  • Bachelor's degree in engineering, construction management, project management or directly related field Minimum Experience
  • 4 years of experience in energy conservation or energy programs
  • Relevant education and experience may substitute for one another on a year-for-year basis Desired Qualifications Experience writing/facilitating business cases, program plans, or managing large public professional services contracts.
Intermediate to advanced Excel, data visualization, or SQL knowledge. Certified Energy Manager (CEM) or equivalent credential. Experience in Demand Response or broader Load Flexibility initiatives; familiarity with DERs and DSM tactics.
