Learn more about our Benefits & Wellness Incentives We are looking for a Project Manager to administer Capital Projects within the Engineering department. In this role, you will manage Capital and Grant projects from preliminary planning and design through construction and final completion. You will be responsible for project scoping, environmental reviews, and managing contracts for consultants and contractors. Additionally, you will address grant administration and reporting requirements, coordinate necessary right-of-way acquisitions, and assure compliance with Federal, State, and local codes, standards, and contractual provisions.

Completion of a Bachelor's Degree in Engineering or Construction Management or a closely related field is desired, AND four (4) years of progressive experience in construction project management, civil engineering, preferably in the public sector or similar area. OR Any equivalent combination of education, experience, and training equivalent to the above minimum requirements.

SPECIAL REQUIREMENTS

Must possess a valid Arizona State driver's license or have the ability to obtain one prior to employment Must be able to perform site visits on active construction sites, with or without reasonable accommodation. Must be available to attend after hours meetings - occasionally. Capital Project Management (45%): Oversees capital improvement projects (with an emphasis on public infrastructure projects), planning and design studies, and other assigned projects. Ensuring that projects are planned, designed, constructed, and completed within given time constraints and budgets. Prepare project specifications and cost estimates, review design contracts and construction bids, and manage progress payments to ensure financial accuracy and accountability throughout the project Capital Improvement Planning & Administration (15%): You will prepare budget estimates and project descriptions for the City's Capital Improvement Program. In addition, you will review and approve contractor and consultant pay requests and change orders. Collaborates with Department Leadership and the Grants Administrator to identify grant funding opportunities (such as WIFA, state, and federal grants) and manage all subsequent compliance, financial reporting, and documentation requirements. Stakeholder Coordination and Communication (25%): Serve as the primary liaison between city departments, contractors, consultants, and utility companies. This includes communicating with the general public, contractors, consultants, other City employees, vendors, management, public officials, and others to successfully complete projects. This includes holding Public Meetings as assigned to inform the public, staff, and other agencies on projects. Regulatory Compliance (15%): Manage the technical and legal requirements for projects, including obtaining environmental and utility clearances, as well as coordinating with property owners and appraisers to secure necessary Rights-of-Way. You will be responsible for ensuring compliance with applicable federal, state, and local laws, rules, codes, ordinances, and regulations.
