Project Manager - Heavy CivilPosition OverviewWe are seeking an experienced Project Manager to lead heavy civil construction projects across transportation, utilities, and water/wastewater sectors. The successful candidate will be responsible for delivering projects on time, on budget and to the highest quality and safety standards. This role requires hands-on construction management experience with roadways, highways and bridges, underground utilities, earthwork, concrete and paving, and water-related infrastructure including booster treatment plants, water treatment plants and reservoir rehabilitation, as well as wastewater treatment facilities. The Project Manager will coordinate multidisciplinary teams, manage client relationships, control project finances and ensure regulatory and environmental compliance from preconstruction through closeout.
Key ResponsibilitiesLead planning, scheduling and execution of heavy civil construction projects, ensuring delivery to scope, schedule and budget.
Develop and manage project budgets, forecasts, cost controls and change order processes; prepare payment applications and financial reporting.
Coordinate design reviews, constructability assessments and preconstruction activities; support estimating and bid preparation.
Oversee day-to-day field operations for roadways, highways, bridges, underground utilities, earthwork, concrete and paving works to ensure quality and productivity.
Manage construction of water infrastructure projects, including booster stations, water treatment plants and reservoir rehabilitation, as well as wastewater treatment plant works.
Administer contracts and manage subcontractors, suppliers and construction crews; ensure adherence to contract requirements and specifications.
Implement, monitor and enforce safety, environmental and quality assurance/quality control programs in compliance with company policies and regulatory requirements (including OSHA).Identify project risks and implement mitigation strategies; resolve technical and coordination issues proactively.
Maintain strong client and stakeholder relationships; communicate progress, issues and solutions through regular reporting and meetings.
Coordinate permitting, inspections and regulatory approvals; ensure project documentation and as-built records are complete and accurate.
Mentor and develop project engineers and field staff; foster a collaborative and performance-driven team environment.
QualificationsBachelors degree in Civil Engineering, Construction Management or closely related field; advanced degree or technical certification is a plus.
Minimum 7 years of heavy civil construction experience with at least 3 years in a project management role.
Demonstrated technical experience with roadways, highways and bridges, underground utilities, earthwork, concrete and paving.
Proven experience managing water infrastructure projects, including booster treatment plants, water treatment plants, reservoir rehabilitation and wastewater treatment facilities.
Strong knowledge of construction methods, materials, specifications, codes and regulatory requirements for heavy civil and water/wastewater projects.
Experience with project controls tools and software (cost management, Primavera P6 or MS Project, Procore or equivalent).Excellent leadership, communication and client-facing skills with a track record of successful stakeholder management.
Contract administration experience including change order negotiation and claims avoidance.
Commitment to safety culture and environmental compliance.
Professional Engineer (PE) license preferred; construction management certification (e.g., CCM) a plus.
Valid drivers license and willingness to travel to project sites as required.
