The grant is currently in its fourth year of a five year grant cycle. Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Like its namesake, we are known for an innovative culture, dynamic environment, and future-mindedness. We remain closely tied to our community and are seeking leaders who will join us in our quest to provide responsive and supportive programming to engage and improve the communities we serve. The entire campus community aspires to consistently fulfill the vision that Chaffey College "improves lives through education."Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution(HSI) Chaffey's student population includes over 64% identifying as Latinx, 13% White, 7% African-American/Black,6%Asian, multi-racial/other (5%) and smaller percentages of Filipino and Pacific Islanders (2%), Native American(0.40%), or decline to state (2.6%).Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 59% female and 38% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Rising Scholars, Success Centers, GPS Centers, and BLOOM training.

Under direction, the Upward Bound Project Director is responsible for the administration and supervision of all aspects of the Chaffey College Upward Bound Program. The Project Director is also responsible for the supervision and evaluation of staff assigned to the Upward Bound program. The major challenges of this position are the reporting, billing and budget maintenance in the context of grant compliance.
EXAMPLE OF DUTIES
Develops and oversees the plan of operations for the Academic Year component and the six week Summer Program component of the project.

Develops and manages Program budget, authorizes and monitors project expenditures, ensuring compliance with institutional and grant source stipulations and regulations.

Develops and supervises a college preparatory program including instruction, academic support, student development, advisement and college awareness designed to prepare disadvantaged high school students for postsecondary education.

Directs all activities, including a college preparatory tutorial and/or supplemental instruction program in established target school site.

Recruits, trains, supervises, and evaluates project staff.

Develops project policies and procedures consistent with relevant federal, state, and campus policies, regulations and guidelines.

Maintains awareness of all relevant campus collective bargaining agreements as well as all relevant laws, regulations, and guidelines of the U.S. Dept. of Education.

Oversees the design and implementation of instructional curriculum and academic support services.

Oversees the development of the plan of recruitment for students and supervises the recruitment and enrollment effort for project participants and engages in outreach to local target schools and communities to promote the Program and support recruitment.

Ensures that all appropriate records and information are properly generated, maintained, and stored, including but not limited to records pertaining to budget and financial activities, project enrollments, student academic performance, and participant postsecondary enrollment.

Perform other duties as assigned.

CONDITIONSEvening and weekend hours are required. Positions in this classification may be required to work varied hours according to need.

EMPLOYMENTThis is a 12-month, full-time temporary professional expert position. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. The monthly salary is $8.044.
