POSITION SUMMARY
KJBMC is currently seeking a qualified candidate to serve as Project Manager in Port-au-Prince, Haiti. This position will be responsible for providing overall leadership, contract oversight, and program execution management for the Tactical Operations in Urban Terrain (TOIT) training mission. Serves as the primary point of contact (POC) with INL, ensuring compliance with all contractual, operational, and reporting requirements.
JOB DUTIES AND RESPONSIBILITIES
  • Lead all programmatic, contractual, and administrative functions.
  • Ensure alignment with SOW requirements, INL policies, and mission objectives.
  • Oversee staffing, scheduling, deliverables, and performance metrics.
  • Manage risk, quality assurance, and operational continuity.
  • Provide weekly, monthly, and ad hoc reporting to INL.
  • Coordinate with Program Manager, Training Manager, and field leadership to ensure seamless execution.
REQUIRED SKILLS AND QUALIFICATIONS
Technical & Programmatic Expertise Demonstrated experience managing U.S. Government (USG) security, law enforcement, or international training programs. Strong understanding of INL mission areas, foreign assistance programs, and international police development. Expertise in project planning, execution, monitoring, and performance management. Proficiency in developing and managing budgets, cost controls, and contract compliance. Ability to interpret Statements of Work (SOW), FAR/DFARS requirements, and USG reporting standards. Ability to drive an armored vehicle. Leadership & Management Skills Proven ability to lead multi‑disciplinary teams in high‑risk, austere, or post‑conflict environments. Strong personnel management skills, including staffing, performance oversight, and conflict resolution. Ability to coordinate across functional areas (training, logistics, security, medical, communications). Skilled in risk management, contingency planning, and operational decision‑making. Communication & Stakeholder Engagement Excellent written and verbal communication skills for reporting, briefings, and stakeholder coordination. Ability to serve as the primary interface with INL, HNP, host‑nation officials, and local partners. Strong negotiation, diplomacy, and relationship‑building capabilities. Operational & Security Awareness Familiarity with force protection, threat assessment, and operational security protocols. Experience working in environments with elevated security risks or political instability. Ability to enforce safety, compliance, and quality assurance standards. Administrative & Analytical Skills Proficiency with Microsoft Office Suite, project management tools, and data‑driven reporting. Strong analytical skills for tracking KPIs, performance metrics, and contract deliverables. Ability to manage documentation, audits, and compliance requirements.
II. CORE RESPONSIBILITIES 1.
Program Leadership & Oversight Provide overall leadership and direction for the TOIT training program in Haiti. Ensure all program activities comply with the
SOW, INL
policies, and contractual requirements. Oversee daily operations, training execution, and mission support functions. Maintain full accountability for program performance, quality, and deliverables. 2. Primary Point of Contact (POC) to INL Serve as the official POC for INL Haiti, U.S. Embassy stakeholders, and host‑nation partners. Conduct regular coordination meetings, briefings, and updates with INL program officers. Respond to INL inquiries, reporting requirements, and taskers in a timely manner. 3. Personnel Management Supervise all deployed personnel, including instructors, security staff, logistics, and administrative support. Manage staffing schedules, rotations, performance evaluations, and personnel welfare. Ensure all personnel adhere to safety, conduct, and operational standards. 4. Planning, Scheduling & Execution Develop and maintain the Master Program Schedule for mobilization and training phases. Coordinate training timelines, resource allocation, and site readiness. Ensure training delivery aligns with curriculum requirements and INL expectations. 5. Contract Compliance & Reporting Maintain strict compliance with contract terms, FAR/DFARS clauses, and INL directives. Prepare weekly, monthly, and quarterly reports, including performance metrics and financial updates. Track deliverables, milestones, and key performance indicators (KPIs). 6. Risk Management & Safety Oversight Identify operational risks and implement mitigation strategies. Oversee force protection measures, emergency response planning, and safety protocols. Ensure compliance with range safety, medical readiness, and security requirements. 7. Financial & Resource Management Oversee program budget execution, cost controls, and resource utilization. Coordinate procurement, logistics, and inventory management with the Logistics Coordinator. Ensure cost‑effective operations while maintaining mission readiness. 8. Stakeholder Coordination Maintain strong working relationships with HNP leadership, local authorities, and partner organizations. Represent the program at meetings, working groups, and official engagements. Ensure alignment between U.S. Government objectives and host‑nation priorities. 9. Quality Assurance & Continuous Improvement Conduct internal audits, evaluations, and after‑action reviews (AARs). Implement corrective actions and continuous improvement initiatives. Ensure training quality, instructor performance, and operational standards meet INL expectations.
Desired Qualifications:
  • Experience managing U.S. Department of State or INL-funded international training or security assistance programs, particularly in post‑conflict or high‑risk environments.
  • Advanced degree in International Affairs, Security Studies, Public Administration, or a related field, demonstrating strategic-level understanding of foreign assistance and capacity‑building missions.
  • Professional certifications in project or program management (e.g., PMP, PgMP, PRINCE2), indicating mastery of structured project management methodologies.
  • Demonstrated success leading multi‑disciplinary teams in austere overseas environments, including coordination with host‑nation security forces, U.S. Embassy elements, and international partners.
  • Has working or professional fluency in the Haitian Creole Language and/or French Language.
