Job Description
Introduction
- RGS is seeking a senior Project Manager to Provide strategic leadership throughout a tenant renovation project's lifecycle and coordinate activities among all project stakeholders.
- Ensure compliance with Owner objectives, lease obligations, regulatory requirements, and industry best practices.
- Establish transparent project governance and reporting; identify issues early and recommend corrective actions.
- Facilitate timely Owner decision-making and provide experienced personnel throughout the project duration.
- Oversee and coordinate the work of the Architect, Engineer, Construction Manager, General Contractor, Commissioning Agent, and specialty consultants on behalf of the Owner. Detailed Scope of ServicesProject Initiation and Planning
- Review Owner goals, project objectives, and project execution strategy.
- Establish project governance, communication, document control, change management, and quality management.
- Develop and maintain the Project Management Plan, reporting structure, decision matrix, RACI matrix, risk register, issue log, and action item tracking system. Design Management
- Manage the design process from Issued for Construction documents.
- Manage and coordinate architects, engineers, consultants, and Owner reviews throughout design and construction documentation phases.
- Monitor design quality, budget, schedule, constructability, maintainability, operational readiness, sustainability, and energy performance objectives.
- Coordinate specialized project requirements including laboratory planning, cleanrooms, process utilities, validation, EH&S, and value engineering initiatives. Permitting and Regulatory Coordination
- Coordinate permit acquisition, agency coordination, inspections, utility approvals, environmental compliance, laboratory-related permits, occupancy approvals, and permit reporting/tracking. Cost Management
- Maintain comprehensive on-site cost oversight throughout the project.
- Perform estimate reviews, benchmarking, escalation monitoring, procurement cost evaluation, change order analysis, invoice review, forecasting, and corrective action recommendations.
- Support value engineering and scope control. Schedule Management
- Track and manage the integrated master schedule, including landlord, design, procurement, construction, commissioning, turnover, and occupancy activities.
- Monitor schedule performance, CPM logic, critical path, milestone compliance, schedule risks, impacts, and recovery plans. Procurement and Contract Management
- Oversee Client and Construction Manager procurement activities, including procurement planning, bid evaluations, scope of contract award recommendations, long-lead equipment acquisition, vendor coordination, expediting, logistics, storage, delivery, installation, inspections, and warranty tracking.
- Perform vendor change review and validate and verify claims.
- Coordinate with Novartis, which will directly source construction and evaluate long-lead equipment and building technology/solutions. Construction Execution and Administration Oversight
- Provide ongoing construction oversight for the client tenant fit-out, including site observations, progress monitoring, quality and safety oversight, cost and schedule compliance, issue resolution, trade coordination, utility shutdown planning, equipment installation, and readiness assessments.
- Drive, monitor, and manage RFIs, submittals, field directives, approvals, response times, procurement impacts, outstanding issues, and coordination among the Owner, design consultants, contractors, and developer. Change Management
- Establish and administer project change-control procedures including scope validation, entitlement review, pricing analysis, schedule impact assessment, risk management, forecasting, and change-log maintenance for Developer Core & Shell and Novartis Tenant Improvement scope. Quality Management
- Implement and oversee quality assurance and quality control processes, including inspections, material-compliance verification, laboratory requirements, mock-ups, deficiency tracking, punch-list management, and closeout verification. Safety Oversight
- Monitor construction safety performance on behalf of the Owner through review of safety plans, participation in safety meetings, incident tracking, corrective-action monitoring, regulatory-compliance review, and safety reporting. The Construction Manager retains responsibility for site safety. Risk Management
- Establish and maintain a formal risk-management program including risk identification, assessment, mitigation planning, contingency management, opportunity tracking, workshops, and executive reporting. Commissioning Oversight
- Coordinate commissioning planning, scheduling, testing activities, deficiency resolution, documentation review, turnover readiness, and integration of laboratory, automation, utility, and life-safety systems.
- Oversee the commissioning-agent vendor during the fit-out commissioning phase; the vendor will be direct to the Client.
- Ensure closure of all open protocol actions. Furniture, Fixtures and Equipment (FF&E)
- Oversee FF&E programming and manage vendor coordination, delivery, installation, inventory management, warranty administration, user acceptance, and final turnover. Occupancy Readiness
- Coordinate move planning, training, operational readiness, documentation turnover, asset management, regulatory approvals, occupancy permits, and transition to operations.
- Coordinate with the third-party move-manager vendor contracted directly with the Client.
- Coordinate occupancy and communication planning with the Client. Closeout
- Manage punch-list completion, final inspections, record documentation, O&M manuals, training records, warranty administration, financial reconciliation, lessons learned, and final project reporting.
- Manage proper closeout of all contracts, lien waivers, and warranties. Meetings
- Plan, facilitate, document, and distribute minutes for project meetings.
