Position Overview:
Cochran is seeking an experienced and licensed Professional Engineer (PE) to join our Union, Missouri headquarters as a Project Manager within our Water/Wastewater Division . This leadership role is responsible for managing a variety of municipal water and wastewater infrastructure projects from planning and design through construction and project closeout. The ideal candidate will possess strong technical expertise, project management experience, and the ability to build and maintain lasting client relationships.
Key Responsibilities:
Lead the planning, design, and delivery of water distribution, wastewater collection, and treatment system projects. Prepare and review engineering reports, design calculations, plans, specifications, and contract documents. Manage project schedules, budgets, scope, and resources to ensure successful project execution. Serve as the primary point of contact for clients, regulatory agencies, contractors, and subconsultants. Coordinate permitting efforts and ensure compliance with applicable local, state, and federal regulations. Support construction administration activities, including site visits, submittal reviews, RFI responses, and progress meetings. Mentor and supervise project engineers, designers, and technical staff. Participate in business development activities, including client relationship management, proposal preparation, and project pursuits. Maintain a high level of quality control and technical excellence throughout all phases of project delivery.
Qualifications:
Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field. Active Professional Engineer (PE) license required. Minimum of six (6) years of water/wastewater engineering experience. At least two (2) years of project management experience overseeing municipal or utility infrastructure projects. Demonstrated success managing projects from concept development through construction. Working knowledge of regulatory and permitting requirements, including Missouri DNR and EPA standards. Proficiency with AutoCAD Civil 3D and other engineering design software. Strong organizational, leadership, verbal, and written communication skills. Ability to effectively manage multiple projects and priorities simultaneously. Proven track record of managing municipal or utility projects from concept through construction.
Preferred Qualifications:
Experience working directly with municipalities, utility districts, and public-sector clients. Familiarity with state and federal funding programs, grants, and infrastructure financing opportunities. Proven business development experience and strong client relationship management skills. Experience mentoring and developing junior engineering staff.
