Design & Construction Project Management (26141300)
Position Title:
Design & Construction Project Management - (26141300) The Construction and Facilities Management Office (CFMO) is the principal advisor to the Montana Adjutant General regarding all real property, facilities, construction, and environmental management programs for the Montana Army National Guard (MTARNG.) CFMO manages the sustainment and recapitalization of existing real property and the construction of new facilities. The centralization of the construction and facility management expertise in CFMO enables the division to efficiently and resourcefully support the individual missions of MTARNG, Montana Disaster and Emergency Services, Montana Youth Challenge Academy, STARBASE and Montana Veterans Affairs. CFMO manages over 1,600 assets: roughly 2M square feet of facility space and 32,000 acres of land. The Department of Military Affairs is looking for a Design and Construction Project Manager. The position is responsible for managing project planning and design processes including the supervision of consulting architects and engineers; administering construction contracts, operations, and projects; conducting research to develop long-range plans and improvements to agency design and construction processes; and managing project communication.
Duties:
  • Manages project planning and design processes to identify and prioritize facility construction and development required to support the agency's mission
  • Reviews and understands agencies' expressed concerns/needs and applies knowledge of the design and construction professions to develop innovative, appropriate solutions.
  • Critically reviews project plans and specifications to ensure adequate scope of work, funding documentation/authorization, budget controls, and compliance with CFMO facility standards. Identifies deficiencies and coordinates with project sponsors and CFMO personnel (state and federal) to resolve problems.
  • Administers construction contracts, operations, and projects to ensure that work products (construction documents, estimates, and construction) meet or exceed standards and that construction contracts are managed in a professional, consistent, timely and an equitable manner.
  • Develops and implements project budgeting and accounting systems to effectively manage fiscal aspects of construction projects that may involve multiple funding streams, eligibility requirements, matching funds, material and service contracts, tracking and reporting systems, and other considerations.
Ensures that budget and accounting practices and reports conform with accepted accounting principles, internal controls, funding stipulations, and other requirements (e.g., records access/security, auditing, reporting, etc.).
  • Research regional and national trends in the construction service sector, construction and design precedents, military installation issues, and other issues that develop on state administered projects to develop long-range plans and to develop methods and policies to improve agency design and construction projects and processes.
  • Manages project communication to ensure the timely flow of accurate information, provide effective project and construction management, and build a sense of teamwork among all parties involved in projects through mutual understanding and respect.
Must have demonstrated ability to work and engage in diverse working environments within and outside the Department. Must submit requested cover letter, resume and complete state application in order to be considered.
Minimum Qualifications:
  • Bachelor's degree in Engineering, Architecture, or Construction Management
  • Three years of experience in Project Management with exposure to construction documents and construction methods
  • Licensed Architect or Engineer preferred
  • Other combinations of education and experience may be considered
Special Requirements:
  • Must be able to pass a background check
  • Must have a valid driver's license
Knowledge, Skills, and Abilities:
  • Knowledge of the principles and practices of the architectural and civil, structural, mechanical, and electrical engineering fields
  • Knowledge of project administration, contract administration and construction administration principles
  • Ability to deliver professional customer service
  • Ability to manage multiple projects and maintain focus on priorities
  • Ability to use interpersonal and communications skills including tact and diplomacy
