This role will oversee and manage projects associated with urban renewal activities and support implementation of the City of Gresham's Three-Year Economic Development Strategy (Download PDF reader). Success in this position will require outstanding communication skills with the ability to understand complex projects and establish collaborative working relationships with a variety of stakeholders; a commitment to using project management skills and approaches; flexibility with a dynamic set of roles and responsibilities; and understanding of real estate, urban renewal, and economic development principles. This is a full-time (40 hours per week), permanent position. Position Description What you will get to do: Lead the planning and implementation of urban renewal capital improvement and redevelopment projects; develop project plans; facilitate the definition of project scope, goals, milestones, and deliverables; define project tasks and resource requirements; plan and schedule project timelines; identify project risks and develop contingency plans; assemble and coordinate project staff; manage project budgets; communicate with stakeholders; create and maintain comprehensive project documentation and various reports. Support and lead actions identified in the City's Three-Year Economic Development Strategy (Download PDF reader); manage consultant and partner contracts; manages schedules and project timelines; identify project risks and develops contingency plans; assembles and coordinates project staff; manage project budgets; communicate with stakeholders. Manage compilation of the Strategy's annual report, including tracking quantitative and qualitative metrics and measures of success. Track implementation budget and participates in annual budget development process. Coordinate real estate activities; research properties for acquisitions; gather data to support Gresham Redevelopment Commission investment decisions; conduct research on topics related to urban development and economic development; draft policy alternatives for the Director and/or the Gresham Redevelopment Commission; prepare and present reports. Develop new urban renewal and economic development programs and update existing programs; develop, design, and implement marketing materials to promote the programs to the businesses, employers, and the real estate development community. Provide information to staff, other departments, the general public, and/or outside agencies; serve as a staff liaison to the Gresham Redevelopment Commission, the Advisory Committees, TriMet, Metro, business associations, and others; act as a representative on committees, interagency task forces, special projects, and other community outreach activities as assigned.

Seeks creative approaches to urban renewal projects Qualifications Advanced technical knowledge in one or more of the following areas: redevelopment, real estate, planning and development, community development, economic development, workforce development, or public administration. Knowledge and experience with a community-centered development process. Knowledge of federal, state, and local land development and public policy; urban renewal law, practices, processes, and strategies and real estate laws and regulations. Advanced project management experience overseeing complex urban renewal and economic development projects often involving multiple stakeholder groups. Effective communication skills including interpersonal, persuasion, public speaking and business writing capabilities. Demonstrates experience and success in working with culturally diverse individuals across all levels and fields, including industry leaders and professionals, elected officials, and the community at large. Strong organizational and prioritization skills, and ability to adapt to changing project assignments and responsibilities. Ability to work with a variety of stakeholders ranging from business owners, developers, property owners and citizens to other public and elected officials. Ability to build trust and confidence in others and exercise discretion in carrying out responsibilities independently. Basic understanding of public administration including purchasing, contracting, and maintenance of public records. Knowledge of and ability to use public presentation and speaking techniques Knowledge of Microsoft Office software applications (Word, Excel, PowerPoint, Outlook and MS Project) and familiarity with business practices such as accounting, budget, customer relationship management and records management. Knowledge of basic website development and content management; familiarity with social media as a communications tool. Ability to work collaboratively, resolve conflicts, propose solutions and gain agreement and consensus with stakeholders that may have competing agendas or purposes. Strong public speaking skills with ability to express and/or report detailed and/or complex information to others.Minimum Qualifications:
Bachelor's Degree in urban planning, architecture, real estate development and/or other related studies Three (3) to six (6) years of professional experience in economic development, urban renewal/tax increment finance districts, and community facilitation/engagement. Any combination of education and experience which provides the required knowledge, skills, and abilities is qualifying. Driving Matrix You will be disqualified from this process if you possess any of the following driving infractions: A major traffic offense or accident that results in death or major injury. Driving under the influence (DUI) offense within the last 5 years. Have more than 3 moving violations within a 3-year period or more than 2 within a one- year period.
