Lancaster County Overview:
Peaceful Homes Property Management is a growing Lancaster County property management company approaching 1,000 units under management. We are seeking an experienced Turnover Project Manager to take full ownership of our rental property turnover process
  • from move-out through rent-ready.
This position directly impacts vacancy time, property performance, owner costs, resident experience, and the effectiveness of our Leasing and Maintenance teams. We are looking for someone with a strong working knowledge of residential construction, renovations, and maintenance who can walk into a vacant property, assess its condition, determine what needs to be done, develop a cost-effective scope of work, and drive the project through completion. This is not an administrative coordination position. It is a hands-on, field-driven project management role requiring construction knowledge, sound judgment, organization, and the ability to make decisions independently. The right person should be able to take ownership of a turnover and keep it moving without constant oversight.
What You'll Own:
Turnover & Project Management:
Conduct detailed move-out inspections with photo and video documentation Assess property condition and identify necessary repairs, maintenance, painting, cleaning, flooring, and other work Develop clear scopes of work, project budgets, and realistic completion timelines Sequence work efficiently to minimize vacancy time Manage multiple active turnover projects simultaneously Coordinate internal maintenance technicians, vendors, subcontractors, and cleaners Proactively resolve delays, scheduling conflicts, and other issues Perform final quality-control and rent-ready inspections Provide Leasing with a reliable handoff once the property is ready for its next resident
Construction & Cost Management:
Determine the most practical and cost-effective way to complete repairs Make sound repair-versus-replacement decisions Determine which work should be completed by our internal maintenance team and which should be subcontracted Evaluate vendor pricing and ensure costs are reasonable Minimize change orders through thorough upfront inspections and accurate scopes Reduce costs without sacrificing safety, durability, or quality Ensure completed work matches the approved scope and meets our standards
Owner, Vendor & Team Communication:
Clearly communicate scopes, costs, timelines, and recommendations to property owners Obtain necessary owner approvals before significant work begins Proactively communicate issues affecting cost, scope, or completion dates Hold internal technicians and outside vendors accountable for timelines and quality Build and maintain relationships with reliable contractors and vendors Coordinate closely with our Leasing and Maintenance teams
Documentation & Financial Accuracy:
Maintain accurate photos, videos, scopes, estimates, approvals, and project documentation Clearly document resident-caused damage for security deposit reconciliation Review turnover-related invoices for accuracy Ensure completed internal maintenance work is properly documented and billed
What Success Looks Like:
Faster, more consistent turnovers with minimal unnecessary downtime Accurate scopes and budgets with few unexpected change orders Cost-effective projects that protect our owners' investments High-quality rent-ready properties for incoming residents Reliable completion dates for our Leasing team Effective utilization of internal maintenance technicians Strong vendor performance and accountability Clear, proactive owner communication Projects that move forward without constant management or escalation When a resident moves out, you own the project until a completed, rent-ready property is handed back to Leasing.
Qualifications:
Residential construction, renovation, or maintenance knowledge is required for this position.
Strong candidates should have:
Meaningful experience in residential construction, remodeling, restoration, property maintenance, apartment maintenance, or a related field Strong understanding of residential repairs, materials, labor, and construction methods Experience assessing property conditions and developing scopes of work Experience managing multiple projects, job sites, technicians, or subcontractors simultaneously Ability to estimate costs and evaluate contractor/vendor pricing Strong organizational, project-management, and problem-solving skills Ability to make decisions and move projects forward independently Ability to identify poor workmanship and require it to be corrected Strong written and verbal communication skills Comfort communicating scopes, recommendations, and costs to property owners Comfort using technology to document and manage projects Valid driver's license and ability to travel throughout Lancaster County Experience with AppFolio or other property management software is helpful but not required.
