Earned Value Manager / Project Controls Manager Job Description The Earned Value Manager / Project Controls Manager serves as the program's lead for all project controls functions, overseeing the governance, execution, and compliance of cost, schedule, and Earned Value Management System (EVMS) activities across a complex program. This role ensures full alignment with
ANSI/EIA-748
guidelines and integrates cost, schedule, and technical performance data to enable accurate forecasting, informed decision-making, and successful program execution. The manager provides leadership across project controls disciplines, establishes and enforces standard processes, and maintains the integrity of the program baseline while partnering closely with Program Management, Finance, Scheduling, and Operations leadership to drive performance visibility, manage risk, and maintain audit readiness. Responsibilities Lead all project controls functions for the program, including cost management, schedule management, and Earned Value Management System (EVMS) activities. Ensure full compliance with
ANSI/EIA-748
guidelines and maintain an audit-ready EVMS environment. Integrate cost, schedule, and technical performance data to support accurate forecasting and timely, informed decision-making. Establish, document, and enforce standard project controls processes and procedures across the program. Maintain the integrity of the program baseline, including baseline development, change control, and variance analysis. Partner closely with Program Management, Finance, Scheduling, and Operations leadership to provide performance visibility and support strategic planning. Oversee the development, maintenance, and status of program schedules using tools such as Microsoft Project and/or Primavera. Manage the setup, operation, and reporting of EVMS data in tools such as Cobra to ensure accurate and timely cost and performance reporting. Identify, assess, and communicate project risks and opportunities related to cost and schedule, and support mitigation planning. Prepare and present clear, data-driven reports and briefings on cost, schedule, and earned value performance to program leadership. Lead, mentor, and manage project controls personnel, including providing direction, coaching, and performance feedback. Support internal and external reviews, audits, and surveillance activities related to EVMS and project controls. Continuously improve project controls practices and tools to enhance forecasting accuracy and program execution. Essential Skills Extensive experience with Earned Value Management (EVM) and EVMS implementation and oversight. Proficiency with scheduling tools, including Microsoft Project and/or Primavera, for developing and maintaining integrated master schedules. Hands-on experience with Cobra or similar earned value cost management tools. Strong background in project controls, including cost control, schedule control, and performance measurement. Ability to ensure compliance with
ANSI/EIA-748
guidelines and maintain an audit-ready EVMS. At least 10 years of experience managing others in a project controls, EVM, or related leadership role. Bachelor's degree (BS). Strong analytical and problem-solving skills with the ability to integrate cost, schedule, and technical data. Excellent communication skills with the ability to present complex information clearly to leadership and stakeholders. Proven ability to establish and enforce standard processes and maintain baseline integrity in a complex program environment. Additional Skills & Qualifications Experience with Primavera scheduling software is a strong plus. Demonstrated ability to partner effectively with Program Management, Finance, Scheduling, and Operations teams. Experience supporting complex, technology-focused programs such as virtual reality or advanced training systems. Track record of improving project controls processes and tools to enhance performance visibility and forecasting. Ability to support and prepare for internal and external EVMS audits and surveillance activities. Work Environment This role is based onsite in a new office located just outside a research park, offering convenient access to a coffee shop, sandwich shop, and a variety of nearby restaurants and retail options. The position follows an onsite work model with remote work on Fridays after initial training, which is fully onsite. The office environment is professional yet relaxed, with a business casual dress code. The team enjoys regular perks such as free catered breakfast on Wednesdays and a catered lunch once a month. Job Type & Location This is a Permanent position based out of Huntsville, AL. Pay and Benefits The pay range for this position is $150000.00 - $180000.00/yr.
