Brooksource is hiring for our client, a large organization supporting transportation, utility, and heavy civil infrastructure projects. This Project Controls Specialist will support the estimating team by building detailed cost estimates and performing quantity takeoffs for roadway, transmission & distribution, and linear construction projects. This is a contract‑to‑hire opportunity with strong growth potential into a full estimator role. About theRole:
The Project Controls Specialist will work alongside senior estimators and project managers to support EPC bids and pre‑construction planning. This individual plays a key role in ensuring projects are accurately scoped, priced, and documented early in the lifecycle. This role is ideal for someone with hands‑on estimating experience who wants to deepen their skills in heavy civil, transportation, or utility construction. Key Responsibilities Perform detailed quantity takeoffs from construction drawings, plans, and specifications Assist in developing bottoms‑up cost estimates for transportation, utility, and linear construction projects Support Class 3, 4, and 5 estimates (budget, feasibility, and pre‑construction phases) Review RFPs and engineering documents to identify scope gaps or overlaps Compile and organize unit pricing, cost data, and historical cost databases Support subcontractor bid solicitation, bid package preparation, and bid tabulation Assist with documentation of estimate assumptions, clarifications, and backups Coordinate closely with senior estimators and project managers to meet bid deadlines Support review of material and equipment pricing from vendors and suppliers Assist with value engineering and cost optimization efforts as directed Required Qualifications 2-5 years of experience in estimating or project controls within heavy civil, transportation, utility, or linear construction Hands‑on experience performing quantity takeoffs from construction drawings (required) Hands‑on experience building bottoms‑up cost estimates (required) Experience with roadway, site development, earthwork, utilities, or transmission & distribution projects Proficiency with Microsoft Excel Preferred Qualifications Experience using estimating software such as HeavyBid (HCSS), WinEst, or similar Experience using takeoff tools such as Bluebeam, Planswift, or Agtek Familiarity with state or county transportation projects Experience in an EPC or construction contracting environment Bachelor's degree in Construction Management, Civil Engineering, Electrical Engineering, or related field (or equivalent experience) Why This Role?
