The Facilities Management Team is an integral element of the Business Services and Organizational Excellence team and serves to create, maintain, and continuously improve the William & Mary physical environment to enable excellence in teaching, research, and public service. Reporting to the Director of Design and Construction Facilities Planning, Design & Construction (FPDC), the Senior Project Manager (SPM) is responsible for oversight and management of projects of varying scope, in a variety of disciplines. Typical projects include General Fund capital projects, Maintenance Reserve funded projects, and smaller departmental projects. The primary project focus will be on small to medium-sized campus infrastructure and facilities and building additions, alterations, and renovation projects.
Job Description:
Required Qualifications Bachelor's degree in engineering, architecture, construction or related field, OR equivalent combination of education, training, and experience. Significant experience managing the design and construction of projects in the $25
  • 100 million range featuring complex phasing, technical and funding requirements and involving multiple donors and/or tenants.
Demonstrated ability to plan, coordinate and manage multi-project programs in addition to management of individual projects is. Progressive experience in the management and/or supervision of new construction and renovation projects. Comprehensive knowledge of project planning and development, contract management, design management, and construction management with experience in integrated project delivery. The ability to develop to coordinate the development of project scopes/programs and to develop realistic project budgets and schedules. Demonstrated ability to plan, prioritize, delegate and supervise work. Demonstrated ability to work well with a variety of constituencies using strong written, verbal, and interpersonal communication skills. Preferred Qualifications Registration as a professional engineer or architect in the Commonwealth of Virginia. Experience with the State of Virginia Capital Outlay design and construction process and pooled funding process.
Conditions of Employment:
Extended work hours may be required in support of project delivery and preparation of associated reports. Occasional travel may be required to attend meetings and training at in-state and out of state locations. Applicant must be physically able to negotiate horizontal and vertical construction in order to assess and inspect projects. This position has been designated as essential and may require reporting to work when the university is officially closed.
Job Duties:

Project Development/ Project Management:
Mange the A/E and contractor selection processes for assigned projects: Develop request for Proposal. Evaluate submissions. Coordinate and document the selection process. Negotiate A/E fee. Coordinate contract document preparation. Develop programmatic requirements and associated budget.
Develop project schedule:
Incorporate realistic scheduling of code reviews. Incorporate realistic scheduling of value engineering and state cost reviews. Incorporate regulatory requirements for Environmental Impact Report (EIR), Erosion and Sediment Control Plan, Stormwater Management Plan preparation and Department of Historic Resource (DHR) reviews as required. Coordinate the preparation of contract documents. Manage the bid/GMP development process and subsequent contract award.
Coordinate and control design development:
Coordinate building code/technical standard compliance. Coordinate code reviews and ensure A/Es provide timely comment responses. Coordinate state budget reviews and approvals for state funded projects. Coordinate erosion and sediment (E&S) control and stormwater (SW) permitting. Coordinate Environmental Impact Report (EIR) preparation and submission. Coordinate Department of Historic Resources (DHR) review as required. Ensure the project remains within budget. 25•
Construction Management:
Conduct pre-construction conferences. Approve contractor schedule, update master schedule and coordinate compliance. Approve contractor submittal schedule. Ensure A/E firms respond to RFIs, PCOs and Change Orders in a timely manner. Respond to unforeseen/changed conditions in a timely manner. Ensure compliance with contract documents and permits. Ensure all special inspections are scheduled, conducted and documented. Coordinate all CRT inspections to include SFMO inspections. Monitor/enforce compliance with Small, Women and Minority (SWaM) aspirational goals. Ensure the project remains within budget. 20•
Budget Management:
Establish realistic project budgets consistent with programmatic requirements Conduct continuous monitoring and budget analysis Coordinate budget reviews as required Conduct value engineering on a continuing basis Require the A/E and contractor to maintain an accurate change request/approval logs Document all changes with justification for budget requirements Conduct monthly contract contingency "checkbook" reviews Create coordinated project fund "draw schedules" and request allocation of approved funding appropriations as required. 20•
Communication:
Establish and maintain lines of communications with User Groups, Building Committees, permitting state agencies, A/E firms, contractors, facility managers, Facility Management staff, and appropriate members of the College community. Maintain an open and continuing dialog with the Code Review Team during all phases of project development, execution and close-out. Provide technical expertise, guidance, lessons learned and advice as required to staff. 10•
Project Administration:
Create and manage contract files in accordance with the Design and Construction Manual Maintain current Project Status reports Respond to correspondences in a timely manner Close-out projects with Code Review within 90 days of final completion, and close-out the project files and finances within 90 days after warranty expiration subject to any required warranty work.

Up to $119,000 commensurate with experience

Applies knowledge of budget management, human resource management and strategic planning in leading defined program or geographic area. Interprets highly technical specialized regulations. Monitors and evaluates activities and projects to ensure work is in compliance with state, federal, and agency policies and procedures. Applies knowledge of engineering or other specialty area and/or business practices to resolve complex or political issues. Establishes policies, guidelines and practices for engineering programs on an agency wide, statewide or geographic area basis. Responds to legislative, local government, citizen, consultant and others concerns to ensure understanding and gain cooperation. Directs changes in work procedures and processes. Serves on statewide and/or nationwide state, federal and local government committees and task forces representing the agency. Applies knowledge of contract management and negotiations in resolving highly complex and politically sensitive contract issues. May require licensure as specified by the Code of Virginia.
