Job Description
SME IV/Project Manager (TS-SCI)
Koniag Emerging Technologies, LLC, a Koniag Government Services company, is seeking an SME IV/Project Manager with a TS/SCI security clearance to support KET and our government customer in Adelphi, MD. The position is hybrid. This is a senior-level SME IV/Project Manager role supporting an Army customer. The position combines technical subject matter expertise with project management responsibilities, overseeing both Program Management and Test & Field Management activities. The successful candidate will manage large, complex projects while providing subject matter expertise in DoD Test and Measurement (T&M) strategy, policy, and procedures. The SME IV/Project Manager will oversee critical Army programs while providing technical expertise in test and field management.
Principal responsibilities include:
- Support large projects or significant segments of large complex projects from concept through implementation.
- Analyze complex project-related problems and create innovative alternative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
- Provide a single point of contact for assigned projects, interfacing with all stakeholders including end users and project sponsors.
- Review requirements to define project scope and objectives.
- Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
- Plan and facilitate project meetings, ensuring effective project tracking and analysis.
- Ensure adnce to quality standards and review project deliverables.
- Support integration of vendor tasks and review vendor deliverables.
- Acquire necessary computer network access compatible with unique Government Systems and software.
- Manage DISA Direct Order Entry ("DDOE"), Telecom Inventor Billing Information (TIBI), and related systems.
- Prepare monthly DISA Direct Order Reports including details on equipment orders, repair services, and SIM card activations.
- Track accomplishments, objectives, funding expenditures, Unliquidated Obligations, and overall progress.
- Provide subject matter expertise in DoD Test and Measurement (T&M) strategy, policy, practices, and procedures.
- Develop integrated program strategies for Specialized Mobile Communications projects, including test schedules and procedures.
- Analyze program effectiveness and identify critical areas and budget impacts of changes in test resources.
- Provide Independent Verification and Validation (IV&V) services, analyzing integrator and software documentation.
- Support preparation and submission of test-related documentation including Key Performance Parameters.
- Conduct Test and Evaluation Research to support operational tests and evaluate data collection.
- Coordinate test readiness reviews and provide recommendations to the COR.
- Develop test input for milestone briefings, charts, documentation, and program updates.
- Prepare monthly Integrated Program Status Reports.
Required Education and Experience:
- Bachelor's degree in Engineering, Computer Science, Information Technology, or related technical field.
- 8+ years of experience in project management and/or test management for DoD programs.
- 5+ years of experience with DoD Test and Evaluation processes and procedures.
- Active SSBI clearance with SCI eligibility.
- Experience managing complex technical projects from concept through implementation.
- Demonstrated experience with DoD test management and evaluation methodologies.
Required Skills and Competencies:
- Current Top Secret security clearance with SCI eligibility.
- Proven ability to manage large projects or significant segments of large complex projects.
- Strong knowledge of DoD Test and Measurement (T&M) strategies, policies, practices, and procedures.
- Expertise in developing integrated program strategies for technical projects.
- Advanced analytical skills to evaluate complex project and test-related problems.
- Experience with project planning, scheduling, resource allocation, and financial tracking.
- Proficiency in developing test schedules, analysis development, and test development.
- Experience with Independent Verification and Validation (IV&V) methodologies.
- Knowledge of Key Performance Parameters and Critical Technical Parameters.
- Ability to coordinate and conduct test readiness reviews.
- Experience with Test and Evaluation Research development.
- Strong stakeholder management and cross-functional team coordination.
- Excellence in preparing and delivering technical briefings and documentation.
- Familiarity with government systems including DISA Direct Order Entry.
- Strong reporting capabilities for financial, operational, and test metrics.
- Excellent communication and presentation skills.
- Ability to maintain confidentiality and ad to non-disclosure requirements.
