Job Description
Position Overview The Project Manager - Wastewater Division is responsible for planning, coordinating, and overseeing water and wastewater infrastructure construction projects throughout the Dallas-Fort Worth area. This role focuses on the successful delivery of municipal and civil projects including wastewater treatment plants, lift stations, and underground utility systems. The Project Manager ensures projects are delivered on time, within budget, and in compliance with all safety, quality, and regulatory standards. This position works closely with superintendents, subcontractors, engineers, municipalities, and clients to deliver critical infrastructure that supports growing communities across North Texas. Key Responsibilities Lead wastewater and underground utility construction projects from pre-construction through closeout, ensuring scope, schedule, and budget objectives are achieved. Manage projects involving wastewater treatment plants, pump/lift stations, force mains, gravity sewer, water lines, and storm drainage systems. Develop and maintain detailed project schedules, budgets, and work plans. Coordinate with municipalities, engineers, and regulatory agencies to ensure compliance with local, state, and federal requirements (including Texas-specific standards such as TCEQ). Oversee procurement of materials, equipment, and subcontractors, including specialized components for utility and treatment systems. Manage contracts, subcontracts, and change orders while maintaining strict cost control and documentation. Serve as the primary point of contact for clients, consultants, and stakeholders. Work closely with field teams to monitor installation of underground utilities, ensuring adherence to safety standards, specifications, and quality control. Identify and mitigate risks related to underground conditions, utility conflicts, environmental factors, and permitting. Track project performance, including cost forecasting, scheduling updates, and progress reporting. Conduct regular site visits, project meetings, and inspections. Lead project closeout activities including punch lists, as-builts, final documentation, and client turnover. Qualifications Bachelor's degree in Construction Management, Civil Engineering, or related field (or equivalent experience). 5+ years of project management experience in heavy civil construction, with a strong emphasis on water/wastewater and underground utility projects. Demonstrated experience managing municipal infrastructure projects such as treatment plants, pipelines, and pump stations. Strong knowledge of construction methods including excavation, trenching, shoring, pipeline installation, and utility coordination. Familiarity with water/wastewater treatment processes and systems is strongly preferred. Understanding of applicable regulations, permitting, and compliance requirements for public infrastructure projects. Proven ability to manage project financials, schedules, subcontractors, and multidisciplinary teams. Proficiency in project management software (e.g., Primavera, Procore, or similar) and Microsoft Office Suite. Strong communication, leadership, and client relationship management skills. OSHA certification preferred.
