• Job Summary
• EMCOR Government Services is seeking an experienced
• IDIQ Project Manager / Alteration & Tenant Improvement Manager (ATIM)
• to support facilities operations at the FDIC Headquarters facilities in Arlington, Virginia and Washington, DC.

The ATIM is responsible for the planning, estimating, coordination, execution, and closeout of reimbursable work orders, tenant improvements, alterations, and small construction projects. The position serves as the primary point of contact for project execution and is responsible for developing scopes of work, obtaining competitive proposals, managing subcontractors, ensuring quality and safety compliance, and delivering projects on schedule and within budget. The successful candidate will possess strong project management, customer service, estimating, contract administration, and construction coordination skills with experience managing multiple projects simultaneously in occupied commercial, institutional, or government facilities.

• Essential Duties & Responsibilities
• Include but are not limited to: + Manage reimbursable work orders, tenant improvements, alterations, small construction projects, and mechanical infrastructure replacements from initiation through closeout.

+ Conduct site walks and assessments to develop project scopes and identify project requirements. + Review architectural, structural, mechanical, and electrical drawings and specifications. + Develop statements of work, bid packages, cost estimates, and project schedules. + Conduct bidder meetings and site walkthroughs. + Solicit, analyze, and evaluate subcontractor proposals. + Coordinate project planning, mobilization, execution, and closeout activities. + Oversee preparation and management of CMMS work orders supporting project execution. + Manage subcontractor performance and ensure compliance with contract requirements, building codes, safety regulations, and security procedures. + Coordinate project activities with FDIC stakeholders to minimize disruption to building operations. + Ensure proper preparation and protection of work areas during construction activities. + Monitor project schedules, costs, and progress to ensure timely completion. + Perform quality assurance inspections and develop punch lists for completed work. + Coordinate project commissioning, turnover, as-built documentation, and closeout packages. + Prepare project status reports and provide weekly updates on all active projects. + Work closely with operations, maintenance, engineering, and FDIC personnel to ensure successful project delivery. + Provide professional customer service and maintain effective communications with building occupants and government representatives. + Identify opportunities for process improvements, cost savings, and enhanced service delivery.

• Interior Construction and Craft Services Oversight
• + Manage interior construction projects including renovations, wall construction, demolition, finish work, painting, and carpentry projects.

+ Coordinate activities of fixed-fee painting and carpentry personnel and associated subcontractors. + Assist with development and management of the periodic painting program. + Coordinate painting and carpentry requests submitted through service requests and interior construction workflows. + Ensure proper material procurement and accountability for project execution. + Verify completed work meets project requirements, quality standards, and customer expectations.

• Safety and Compliance
• + Ensure compliance with OSHA requirements, site safety procedures, and company safety policies. + Conduct pre-task planning and review project-specific safety requirements. + Ensure subcontractors maintain safe work practices and follow applicable permits and procedures. + Support quality control inspections and corrective action activities as required.
• Qualifications
• + Minimum five (5) years of recent experience managing alterations, tenant improvements, construction projects, facility renovations, mechanical systems and infrastructure replacements, or similar project work.

+ Experience coordinating subcontractors, multiple trades, and project schedules. + Experience with cost estimating, project planning, and contract administration. + Ability to read and interpret architectural, structural, mechanical, and electrical drawings. + Experience preparing scopes of work, bid packages, and project documentation. + Strong customer service and communication skills. + Proficiency in Microsoft Office Suite including Excel, Word, Outlook, and PowerPoint. + Valid driver's license. + Ability to obtain and maintain required government site access and security credentials.

• Preferred
• + Bachelor's degree in Construction Management, Engineering, Facilities Management, Architecture, Business Management, or a related field.

+ Project Management Professional (PMP) certification. + Experience supporting Federal Government facilities. + Experience with Maximo CMMS. + Experience with RSMeans estimating. + Experience managing interior construction, painting, carpentry, and facility renovation projects. + Experience working in occupied commercial, institutional, healthcare, or government buildings.
