STATEMENT OF RESPONSIBILITIES
Under close to general supervision, this position is responsible for project management, oversight and coordination of a wide range of development projects and activities. Reports to the Administrator of Development Projects. There are three (3) levels of Project Development Coordinator distinguished by the level of work performed and the qualifications of the employee.
ESSENTIAL JOB FUNCTIONS
Manages development projects to include planning, coordinating, organizing, scheduling, and monitoring work and project progress; maintains active liaison with developers, consultants and contractors; coordinates project development activities with other City departments and outside agencies; performs a variety of public and developer relations activities with special emphasis on construction coordination. Responds to citizen requests in a professional and timely manner, to ensure citizen satisfaction to the greatest extent possible. Assists in conducting research, composing memos and letters, and preparing presentations to include materials for City management, City Council, and the public for purposes of legislative, municipal, or community relations. Provides staff support to various Economic Development Authority (EDA) and Industrial Development Authority (IDA) committees to include planning, preparing, and conducting meetings as well as reporting on committee actions and implementing committee directives. Administers oversight of EDA and IDA properties to include interpreting and enforcing Authority's Protective Covenants and Conditions, Regulations and Restrictions over its business and industrial parks as well as assisting in the lease, purchase and disposition of Authority properties for development purposes. Conducts research and preparation of internal policy papers for the City Manger and Senior City Management to assist with implementation of strategic priorities and visions. Assists in the development of departmental methods and procedures by creating, maintaining and updating databases, spreadsheets and other organizational tools. Implements grant applications and reimbursements; administers grant requirements for development projects within the Department as well as on behalf of the City and Newport News Redevelopment & Housing Authority (NNRHA). REQUIRED KNOWLEDGE
 Project Development
  • Comprehensive knowledge of municipal project development processes, to include thorough knowledge of the fundamentals of land and property valuation, municipal finance and capital budgeting, architecture, engineering, and construction management, community development and redevelopment.  Customer Service
  • Thorough knowledge of principles and processes for providing customer services.
This includes setting and meeting quality standards for services and evaluation of customer satisfaction.

REQUIRED ABILITIES
 Project Development
  • Excellent ability to read and interpret a variety of job specific plans, codes, specifications, regulations and standards; to interpret and explain complex policies, standards and regulations and to perform research and compile data and to prepare and present information effectively in verbal, written and graphic form.  Communication
  • Excellent ability to effectively communicate complex ideas and proposals to include preparation of reports.
Excellent ability to listen and understand information and ideas presented verbally or in writing. Ability to handle a variety of issues with tact and diplomacy and in a confidential manner. Effectively negotiates and interprets contracts, grant documents and agreements.
EDUCATION AND EXPERIENCE
Project Development Coordinator I :
Bachelor's degree in Economics, Public Administration, Business Administration, or a related field or an equivalent combination of education and experience. Page 2 of 3

Project Development Coordinator II :
Bachelor's degree in Economics, Public Administration, Business Administration, or a related field and 1-2 years related experience or an equivalent combination of education and experience.
Senior Project Development Coordinator:
Bachelor's degree in Economics, Public Administration, Business Administration, or a related field and 3-5 years public or private development, commercial real estate, construction management, community revitalization, project development, and grants administration experience or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history check and a valid driver's license with an acceptable driving record.
PHYSICAL REQUIREMENTS
 Requires the ability to exert light physical effort in sedentary to light work.  Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods of time at keyboard or work station.
SENSORY REQUIREMENTS
 Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.  Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
