Job Description

MANTECH seeks a motivated, career and customer-oriented
PROJECT MANAGER
to join our team in
STAFFORD, VA
. This position supports the Marine Corps Warfighting Lab (MCWL) and is seeking an experienced Project & Portfolio Manager to lead the management, integration, and advancement of the MCWL portfolio. This individual will serve as a key advisor to the MCWL leadership, responsible for the successful execution of projects from conception to transition. The Project & Portfolio Manager will ensure efforts are aligned with operational priorities, managed within scope and budget, and are positioned for transition into programs of record or operational use. This role requires proven project management expertise, a strong understanding of the defense innovation ecosystem, and a working knowledge of defense technologies, combined with exceptional coordination and communication skills. Responsibilities include but are not limited to: Develop and manage project plans, schedules, budgets, and resources for all initiatives within the portfolio. Support leaders in prioritizing the MCWL portfolio using structured decision frameworks to assess efforts for maturity, risk, scalability, and transition potential. Implement and oversee risk management processes, identifying and mitigating potential project roadblocks. Utilize Agile or other appropriate project management methodologies to track progress and ensure timely delivery of capabilities. Serve as the primary interface between MCWL and partners, coordinating activities and ensuring clear communication across all stakeholders. Develop roadmaps, metrics, and performance dashboards to inform leadership decisions and investment trade-offs.
Minimum Qualifications:
Bachelor's degree in a technical, management, or analytical field. Minimum of 7 years of experience in technical project or program management, preferably within the defense innovation space. Demonstrated experience managing project scope, schedule, budget, and risk. Working knowledge of concepts sufficient to engage deeply with technical SMEs. Exceptional written and verbal communication skills, with experience preparing briefings and decision memos for senior leaders.
Preferred Qualifications:
Project Management Professional (PMP), Agile (eg, CSM, PMI-ACP), or equivalent certification. Master's degree in systems engineering, operations research, or public policy. Experience with DoD experimentation, rapid acquisition, or transition processes. Prior military service or direct support to operational units.
Clearance Requirements:
Must have a current/active TS/SCI security clearance
Physical Requirements:
The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
