The Affordable Housing Property Manager is responsible for the overall management and daily operations of assigned affordable housing communities. This role focuses on fostering positive resident relations, maintaining compliance with all applicable local, state, and federal housing regulations, including HUD, LIHTC, and other affordable housing programs—and ensuring the properties remain safe, well-maintained, and welcoming. The Affordable Housing Property Manager collaborates closely with residents, maintenance staff, corporate teams, and community partners to support the long-term success of the community. Candidates must possess a strong working knowledge of affordable housing regulations and best practices.
Key Responsibilities:
Property Operations & Maintenance Supervise the overall physical upkeep of the property to maintain safe, clean, and sanitary conditions. Coordinate and schedule routine maintenance, inspections, and urgent repair work as needed. Ensure ongoing compliance with health, safety, and housing codes and regulations. Collaborate with maintenance personnel or the corporate office to complete work orders in a timely manner. Leasing & Regulatory Compliance Manage all leasing activities, including processing tenant applications, verifying income, and handling lease renewals. Ensure adherence to HUD, LIHTC, and other affordable housing program requirements. Conduct annual tenant recertifications with minimal oversight, ensuring timely and accurate submission of required documentation. Enforce lease agreements and coordinate legal proceedings, including evictions, when necessary. Resident Relations & Community Engagement Serve as the primary liaison for residents, addressing concerns and promoting a positive living experience. Partner with resident services staff or the corporate team to connect residents with needed support services. Monitor, document, and respond to resident complaints in a professional and timely manner. Plan and host community events and initiatives to foster resident engagement and strengthen community ties. Financial Management Develop and manage the property's annual budget, control expenses, and ensure financial efficiency. Collect rent payments, track delinquencies, issue late notices, and enforce rent collection policies. Prepare and maintain accurate financial and occupancy reports for internal stakeholders and external funding agencies. Work in partnership with the accounting team to ensure proper record-keeping and financial compliance. Review and approve invoices for payment. Administrative Operations Supervise the maintenance technician, including assigning tasks, conducting evaluations, and providing training and coaching. Conduct regular inspections of units and weekly property walk-throughs, documenting observed conditions. Prepare and distribute monthly newsletters, calendars, and other resident communications. Showcase available units to prospective residents and process rental applications. Oversee on-site capital projects and improvements. Collaborate with corporate leadership to establish strategic goals and action plans for property performance. Respond to requests and directives from the CEO and Director of Operations, offering recommendations for property and tenant-related matters. Attend meetings with agencies, management committees, and government representatives as directed. Perform additional duties as assigned by senior leadership.
Qualifications & Skills:
Education:
Bachelor's degree in business, Real Estate, Property Management, or a related field. Connecticut real Estate license is a plus.
Experience:
Minimum 3-5 years of property management experience, preferably in affordable housing or nonprofit sectors.
Certifications:
Tax Credit Specialist (TCS), Certified Occupancy Specialist (COS) or similar certifications are a plus.
Knowledge:
Familiarity with HUD, LIHTC and Fair Housing laws.
Skills:
Strong organizational, written & oral communication, and conflict-resolution skills.
Technical:
Proficiency in property management software (e.g., Yardi, RealPage) and Microsoft Office Suite.
Other:
Ability to work independently, willingness to travel to the assigned properties, priorities projects and work with diverse populations and maintain a mission-driven approach to property management.
