May also assist owners or a board of directors with regulatory compliance or compliance with community association rules. Manages the operation of commercial or residential properties. Oversees the collection of rents and payment of bills, taxes and insurance for properties, and provides property owners with reports on finances and the status of properties. Directs leasing operations, or equipment and machinery rentals, for a company or business. Determines charges and prepares rental or lease agreements; supervises inventory, equipment maintenance and recordkeeping for leasing operations.

Contingent Upon Contract Award Position Overview T47 International, Inc. is seeking four qualified Property Management Specialist II/Property Custodial Officer candidates to support personal property accountability and lifecycle-management operations at the National Institutes of Health Clinical Center in Bethesda, Maryland. The selected candidates will support the NIH Clinical Center's Materials Management and Environmental Services Department by maintaining accurate accountability for Government-owned personal property used in patient care, biomedical research, laboratory operations, and administrative activities. This position requires an experienced property-management professional who can work independently, conduct detailed research, maintain accurate electronic property records, coordinate with laboratory and departmental personnel, and physically assist with the movement and processing of Government equipment. Primary Responsibilities- Conduct physical inventories, property inspections, sampling, and quality-assurance reviews.
- Verify newly received equipment and determine whether assets meet accountable-property criteria.
- Apply property decals and prepare accurate decal worksheets.
- Create, update, and maintain property records in authorized NIH property-management systems.
- Identify asset custodians, accountable users, locations, and organizational ownership.
- Research missing property and property found on station.
- Reconcile inventory shortages, overages, location discrepancies, and ownership discrepancies.
- Coordinate with laboratory managers, property custodians, and accountable users to resolve property issues.
- Process property transfers between custodial codes, organizations, and NIH Institutes or Centers.
- Prepare and process loan requests, repair passes, trade-in or exchange requests, decal deletions, retag requests, and property-record modifications.
- Assist with determining and documenting loss, damage, or destruction of Government property.
- Prepare Reports of Survey and supporting documentation.
- Prepare equipment for excess, reutilization, transfer, or disposal.
- Obtain required data-removal, software-removal, hazardous-material, and equipment-clearance certifications.
- Generate excess-property pickup requests and coordinate the physical movement of assets.
- Maintain complete, accurate, and auditable supporting documentation.
- Complete assigned property-record updates within established NIH deadlines.
- Protect sensitive, confidential, medical, and organizational information.
- Support monthly, annual, and final property-management reporting requirements.
- Perform related property-management and lifecycle-support duties within the scope of the contract. Minimum Qualifications
- High school diploma or GED.
- At least three years of experience in property management, inventory management, logistics, supply management, asset management, warehouse accountability, or a closely related field.
- Experience using automated inventory, asset-management, or property-accountability systems.
- Proficiency with Microsoft Office, including Excel, Word, Outlook, and electronic recordkeeping.
- Strong research, reconciliation, documentation, and problem-solving skills.
- Ability to interpret property records and supporting acquisition, transfer, loan, repair, and disposal documentation.
- Ability to work independently while coordinating effectively with Government personnel, laboratory managers, accountable users, and contractor management.
- Ability to safely lift, move, and transport Government property and equipment consistent with assigned duties, with or without reasonable accommodation.
- Ability to satisfy NIH suitability, credentialing, badging, and HSPD-12 access requirements.
- Ability to complete required NIH property-management, privacy, security, and confidentiality training. Preferred Qualifications
- Associate's or bachelor's degree in logistics, supply-chain management, business administration, property management, or a related discipline.
- Previous experience supporting a Federal Government property-management program.
- Experience within NIH, HHS, a Federal research institution, hospital, clinical, biomedical, or laboratory environment.
- Experience with the NIH Business System Sunflower property-management module.
- Experience with the NIH Property Management Portal.
- Familiarity with the Federal Management Regulation.
- Familiarity with the HHS Logistics Management Manual.
- Familiarity with the NIH Personal Property Management Guide.
- Experience conducting annual physical inventories and resolving missing-property discrepancies.
- Experience processing excess property, transfers, Reports of Survey, trade-ins, loans, repair passes, and asset-record modifications.
- Experience working with accountable or sensitive Government property. Performance Expectations
