Job Description

The Boisclair Corporation is looking for a full -time, Property Manager to inspire the team and delight the residents at our 212 unit, project-based section 8 senior and differently abled property in Bloomington, MN. Most importantly - the property manager leads, mentors and encourages the onsite team, and welcomes and serves potential and current residents. Additionally, they coordinate and facilitate both the day-to-day and long-range operations of this multi-unit residential community. Responsibilities include maximizing occupancy, maintaining the overall physical appearance, safety and security of the community, and maintaining resident relations throughout the life cycle of residency, by establishing and maintaining visibility and professionalism. The property manager acts as a liaison between corporate staff, site staff, and community residents. They manage and coordinate property operations, property and individual unit maintenance including safety and security, all accounting functions, including rent collection, leasing & marketing, and all other administrative functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervisory Responsibilities Carry out supervisory responsibilities in accordance with Boisclair Corporation's policies and applicable federal, state and local laws. As directed by the Regional Manager, responsibilities may include interviewing, hiring and training employees; planning, assigning, and directing work; appraising employee performance; rewarding and coaching employees; addressing complaints and resolving problems. Leasing Responsibilities Show apartments, track activity and conduct timely follow-up with all potential residents. Process, track and conduct verification for applications. Shop comparable communities in the marketplace monthly. Work with Regional Manager and Marketing Specialist on marketing plan and access impact. Prepare, process and sign tenant leases and related tenant documents on behalf of Boisclair Corporation and its' affiliates. Coordinate and process move-ins and move-outs with special attention to apartment inspections. Accounting Responsibilities Perform all the requirements of rent collection, deposits, delinquencies etc., with accurate and timely paperwork. Perform all the tasks related to Invoices - coding, approving, researching, setting up new vendors, tracking. Process timely move in and move out paperwork, Yardi data entry, turn over delinquent tenant balances to collections contractor. Participate in the complete budget process. Annual preparation, monthly variance report, and daily attention with comments, including approval of expenses. . Maintain accurate and up to date resident files, including any necessary certifications or documentation required by financing and/or regulatory agencies. Compliance Responsibilities (Affordable):
  • Process MI files, meeting with applicants, running screening, and ensuring compliance with applicable housing programs.
  • Process annual recertifications timely, (30 days prior to effective date), meet with residents to complete necessary paperwork, collect documentation, complete income, assets, and expense calculations.
  • Process IRs, ICs, TMs, and other certifications as needed and appropriate.
  • Submit certification files to corporate compliance for review and make corrections.
  • Run monthly and quarterly EIV reports, follow up on any discrepancies, and take needed action to address.
  • Submit special claims packets to corporate monthly.
  • Collect reasonable accommodation and VAWA requests from residents and submit to corporate for review and approval.
  • Prepare files for monitoring reviews, with the assistance of corporate compliance.
  • Monitor active HUD repayment agreements for default and submit new repayment agreements to corporate.
  • Monitor and maintain minimum set aside and first year applicable fraction for tax credit units and income targeting for Section 8 units, with the assistance of corporate compliance.
  • Attend monthly compliance meeting.
Maintenance Responsibilities Responsible for physical condition of property, continually inspecting property and improvements, and communicating frequently with the Regional Manager. Work closely with the Regional Manager and the maintenance technicians to prioritize maintenance workload, approve purchases and maintain a visually attractive and physically safe and sound environment. Ensure seasonal upkeep and safety of the exterior and grounds of the properties. Ensure timely unit turns. Monitor contractors while they are working on the property. Community Life Responsibilities Support and coordinate neighborhood crime prevention programs. Participate in other community activities/organizations Security & Safety Responsibilities Ensure network and computer safety procedures are adhered to, including password protections. Ensure physical safety requirements for protected documents and information storage are followed. Maintain inventory and assignments of property master keys. Maintain Boisclair Corporation's active safety culture. Report accidents and emergency situations to the Regional Manager immediately.
KNOWLEDGE, SKILLS AND ABILITIES
Property management experience. Excellent customer service skills, including the ability to mediate. Previous supervisory experience. Knowledge of principles and practices of property management and of applicable federal, state, and local laws and regulations, including Fair Housing Laws Good oral and written English skills. Computer knowledge - Microsoft Office suite. Yardi experience preferred. Ability to read and analyze in Excel financial budgets and financial statements, create budgets. Able to pass criminal background screening as set forth by Boisclair Corporation and the state. Valid driver's license, reliable personal transportation with proof of insurance coverage as required by law.
