Directs leasing operations, or equipment and machinery rentals, for a company or business. Determines charges and prepares rental or lease agreements; supervises inventory, equipment maintenance and recordkeeping for leasing operations.

Job Description
- Provide consistent on-site and portfolio-level property management, including occupancy, rent and receivables oversight, resident communication, lease administration, inspections, work-order coordination, safety, vendor management, documentation, and regulatory compliance.
- Build positive resident relationships; respond to concerns promptly; document follow-up; coordinate reasonable accommodations; and connect residents to LCF case management, health, workforce, housing-stability, and community resources when appropriate.
- Monitor the condition and performance of the property, identify operating or capital needs, coordinate approved repairs and improvements, and report material risks or trends to LCF leadership. Woodward Lofts - March 2027 Opening and Lease-Up
- Lead the comprehensive pre-opening plan and lease-up schedule for Woodward Lofts, a 48-unit independent senior-living community anticipated to open in March 2027. Administer the approved affordability mix, currently anticipated as 5 units at 20% of Area Median Income (AMI), 20 units at 50% AMI, and 23 units at 60% AMI, subject to final regulatory documents.
- Work backward from the anticipated opening to establish readiness deadlines for marketing, outreach, waitlist development, applications, eligibility reviews, compliance file approvals, unit readiness, inspections, subsidy coordination, lease execution, resident orientation, move-in scheduling, and opening-day operations.
- Develop and implement an affirmative, fair-housing-compliant marketing strategy that reaches income-eligible older adults, housing agencies, aging networks, healthcare systems, community organizations, faith-based partners, service providers, and referral sources.
- Manage prospect inquiries, tours, application sessions, waitlist communications, applicant screening, LIHTC certifications, voucher coordination, file corrections, denials and appeals, unit offers, deposits, and move-in documentation.
- Coordinate with LCF leadership, development partners, contractors, lenders, investors, compliance reviewers, housing authorities, service partners, and vendors to ensure the property, office, common areas, systems, files, staffing, and services are ready for occupancy.
- Create a resident welcome and orientation process tailored to independent senior living, including building access, emergency procedures, maintenance requests, community-room use, resident policies, accessibility, supportive resources, and communication channels.
- Transition Woodward Lofts from lease-up to stabilized operations while maintaining occupancy, compliance, resident satisfaction, financial performance, property condition, and effective wraparound-service coordination. Essential Duties and ResponsibilitiesLease-Up Planning and Execution
- Develop and execute a detailed Woodward Lofts lease-up plan aligned with the anticipated March 2027 opening, including timelines, occupancy targets, traffic and conversion goals, staffing needs, application-processing standards, reporting, and risk controls.
- Coordinate pre-opening readiness, including unit availability, model or tour spaces, signage, access systems, utility coordination, office setup, resident files, forms, technology, vendor services, and move-in logistics.
- Build and manage applicant pipelines; maintain accurate waitlists and selection records; schedule interviews; process applications efficiently; and communicate status and next steps clearly.
- Verify household composition, income, assets, student status, citizenship or eligible status when applicable, rental history, voucher documentation, preferences, and other eligibility factors in accordance with program rules.
- Coordinate unit offers, inspections, reasonable accommodations, utility readiness, subsidy approvals, deposits, lease execution, orientations, keys, move-in condition reports, and resident welcome activities.
- Provide regular Woodward Lofts lease-up dashboards and monitor pace against the March 2027 opening; identify barriers, aging applications, unit-readiness delays, referral gaps, compliance risks, and corrective actions needed to meet occupancy deadlines. Marketing, Promotion, and Community Outreach
- Create and implement an affirmative, fair-housing-compliant marketing and outreach plan appropriate to each property and funding program.
- Promote available housing through community organizations, housing agencies, aging networks, healthcare partners, faith-based groups, employers, schools, online channels, events, and referral partners.
- Maintain accurate, accessible, and consistent property information, eligibility guidance, application materials, advertisements, tours, presentations, and outreach records.
- Track inquiry sources, prospect traffic, applications, approvals, denials, withdrawals, conversion rates, vacancies, and outreach effectiveness; adjust strategy based on results.
- Represent LCF and its properties professionally at housing fairs, community meetings, partner convenings, and resident-facing events. On-Site Property Operations
- Provide visible, responsive day-to-day management and maintain consistent office hours and resident communication channels.
- Oversee rent collection, receivables, deposits, delinquency follow-up, repayment agreements, subsidy payments, late notices, charges, adjustments, and account reconciliation in coordination with finance staff.
- Conduct regular property walks; monitor curb appeal, common areas, life-safety conditions, housekeeping, security, accessibility, unit readiness, vendor performance, and outstanding work orders.
- Coordinate preventive, routine, emergency, and capital maintenance with maintenance staff and contractors; communicate status and access needs to residents.
- Manage unit turns, inspections, keys, access controls, parking, community spaces, supplies, inventory, incident documentation, and emergency preparedness.
- Solicit bids, coordinate approved vendors, verify work completion, review invoices, and manage spending within approved budgets and authority.
- Maintain property calendars, files, notices, logs, licenses, certificates, inspection records, contracts, warranties, and other operational documentation. Resident Relations and Concern Resolution
- Build respectful, professional relationships with residents and foster a safe, inclusive, dignified, and community-centered living environment.
- Receive, document, investigate, track, and resolve resident questions, complaints, maintenance concerns, interpersonal conflicts, accessibility needs, policy concerns, and service requests promptly and fairly.
- Use de-escalation, trauma-informed communication, mediation, and clear written follow-up while maintaining professional boundaries and confidentiality.
- Apply leases, house rules, community policies, notices, and corrective actions consistently and without discrimination; consult leadership or counsel on complex matters.
- Coordinate reasonable accommodations and modifications through an interactive, documented process consistent with fair-housing requirements and LCF policy.
- Plan resident orientations, meetings, notices, satisfaction activities, emergency communication, and community-building efforts.
- Refer residents to LCF case management and community resources for housing retention, benefits, healthcare, aging, mental health, workforce, food, transportation, or other needs, with appropriate consent. Affordable-Housing and LIHTC Compliance
- Administer LIHTC and other affordable-housing requirements, including set-asides, income and rent limits, utility allowances, eligibility, initial certifications, annual recertifications when required, student rules, vacancies, transfers, and record retention.
- Maintain complete, accurate, organized, and audit-ready tenant files with required verifications, calculations, certifications, leases, addenda, notices, inspection records, subsidy documents, and correspondence.
- Track compliance deadlines and complete certifications and corrections accurately and on time using required management and compliance systems.
- Prepare for and respond to management reviews, file audits, physical inspections, investor or syndicator reviews, housing-agency monitoring, lender requests, and corrective-action plans.
- Monitor restricted-unit occupancy, rent limits, concessions, fees, unit designations, applicable use agreements, and regulatory requirements; promptly escalate potential noncompliance.
- Coordinate closely with third-party compliance specialists, investors, agencies, auditors, accountants, asset managers, and legal counsel as directed. Voucher and Rental-Assistance Administration
- Work effectively with Public Housing Authorities and other subsidy administrators on Requests for Tenancy Approval, contracts, rent reasonableness, inspections, abatements, portability, changes, terminations, and payment discrepancies.
- Verify and document tenant and subsidy portions, payment standards, utility responsibilities, effective dates, retroactive adjustments, and rent changes.
- Maintain accurate voucher, subsidy, inspection, and correspondence records and follow up promptly to prevent delayed payments or avoidable vacancy loss.
- Explain program and lease responsibilities to applicants and residents in clear, accessible language without providing legal advice. Financial, Reporting, and Asset Stewardship
- Assist with annual property budgets, lease-up budgets, operating forecasts, rent schedules, vacancy projections, purchasing plans, and variance explanations.
- Review occupancy, leasing, delinquency, subsidy, expense, work-order, inspection, incident, resident-relations, and compliance data; provide accurate recurring reports to leadership.
- Monitor property performance against approved budgets, occupancy goals, regulatory commitments, service standards, and corrective-action plans.
- Protect LCF assets, follow internal controls and purchasing requirements, prevent fraud and misuse, and promptly report financial or operational concerns. Emergency, Safety, and Risk Management
- Respond appropriately to building emergencies, resident safety concerns, utility outages, severe weather, fire/life-safety issues, security incidents, deaths, injuries, and other critical events.
- Follow emergency plans, call 911 or appropriate authorities when required, notify designated leadership, coordinate vendors, document incidents, and communicate with affected residents.
- Conduct or coordinate required drills, inspections, safety checks, emergency-contact updates, and corrective actions.
- Maintain professional boundaries and recognize when matters require emergency services, case management, clinical providers, adult or child protective services, law enforcement, legal counsel, or senior leadership. Supervision and Collaboration
- Supervise, schedule, coach, and evaluate assigned property-management, leasing, maintenance, concierge, or contracted personnel, if applicable.
- Coordinate with LCF leadership, finance, case management, community outreach, development partners, contractors, and service providers to support strong property and resident outcomes.
- Participate in team meetings, budget reviews, property reviews, compliance training, case coordination where authorized, and organizational planning.
- Perform other related duties reasonably assigned to support LCF's housing mission and property portfolio. Required Qualifications
- Bachelor's degree in property management, business administration, real estate, public administration, finance, social services, or a related field; a combination of relevant education, credentials, and substantial experience may be considered.
- At least five years of progressively responsible residential property-management experience, including affordable housing and direct responsibility for leasing, resident relations, compliance, operations, and financial performance.
- Demonstrated experience leading a new-construction, substantial-rehabilitation, or comparable affordable-housing lease-up from pre-opening through stabilized occupancy.
- Hands-on experience with LIHTC eligibility, tenant-file documentation, income and asset calculations, student rules, income/rent limits, utility allowances, certifications or recertifications, audits, and compliance corrections.
- Experience administering Housing Choice Vouchers, project-based vouchers, rental assistance, or comparable subsidy programs and working with Public Housing Authorities.
- Working knowledge of Fair Housing, reasonable accommodation, landlord-tenant requirements, lease enforcement, collections, resident privacy, and nondiscrimination obligations.
- Demonstrated ability to promote properties, build referral relationships, manage waitlists and applicant pipelines, convert qualified prospects, and meet occupancy goals ethically.
- Strong resident-service, conflict-resolution, de-escalation, written communication, documentation, organization, decision-making, and follow-through skills.
- Ability to interpret program rules, regulatory agreements, policies, leases, budgets, reports, and property-management data and to escalate questions appropriately.
- Proficiency with Microsoft 365 and property-management, compliance, work-order, and reporting systems.
- Ability to travel between properties and respond to time-sensitive on-site matters; valid driver's license, reliable transportation, and automobile insurance may be required.
- Ability to complete all background checks and other clearances required by law, funders, lenders, insurers, contracts, or LCF policy. Preferred Qualifications
- Current or recent housing credential such as Certified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), National Compliance Professional (NCP), Certified Apartment Manager (CAM), or an equivalent designation.
- Experience managing senior, supportive, mixed-income, or service-enriched affordable-housing communities.
- Experience with initial LIHTC lease-up files, placed-in-service deadlines, applicable fractions, first-year occupancy, investor reporting, and file-review corrections.
- Working knowledge of Pennsylvania affordable-housing agencies, local housing authorities, community resources, and the Harrisburg/Dauphin County housing market.
- Experience supervising on-site teams and managing vendors, budgets, emergency response, capital work, and resident programming.
- Bilingual proficiency in English and Spanish is a plus but is not required. Core Competencies
