The Building Official serves as the leader of the Compliance Department, with direct oversight of Code Enforcement and Permits/Inspections. This role ensures that municipal codes, ordinances, and regulations are consistently enforced and that permitting and inspection processes are conducted in an efficient, transparent, and customer-focused manner. The Building Official provides departmental leadership, supervises staff, collaborates across City departments and with external partners, and ensures that operations uphold public safety, regulatory compliance, and community confidence.Minimum Job Requirements:
Bachelor's degree in Public Administration, Construction Management, Architecture, Engineering, or a closely related field Five (5) years of experience in construction management and/or building code compliance, including two years in a supervisory or management role.Required Certification/License:
ICC Building Official Certification Texas Plumbing Inspector's License A valid Texas driver's license.Essential Job Functions:
Lead the Compliance Department with oversight of Code Enforcement and Permits/Inspections, ensuring consistent enforcement of zoning regulations, ordinances, and building codes. Develop and implement departmental policies, procedures, and service standards while preparing reports and delivering presentations to City Council, boards, commissions, and the community. Manage and monitor the department's annual budget, ensuring fiscal accountability, efficient allocation of resources, and oversight of permitting and fee collection processes. Direct operations related to plan review, permitting, inspections, and enforcement, including conducting and overseeing complex residential, commercial, and multi-family project reviews. Supervise departmental staff by assigning work, training, evaluating performance, and making recommendations for hiring, promotion, and discipline. Resolve significant and controversial issues, complaints, and concerns related to permitting, inspections, and enforcement while maintaining strong customer service. Collaborate with City departments, divisions, and external agencies to coordinate enforcement efforts, improve service delivery, and strengthen compliance. Perform other assignments, special projects, and related duties as required.Knowledge of:
Federal, state and city laws, rules, regulations, ordinances and codes governing utility billing and collections practices and procedures. City practice, policy and procedures. Residential and commercial building construction standards, methods and practices. Building, plumbing, electrical, energy and mechanical codes and the applicability of these codes to individual projects. Code compliance, enforcement, and processes. Municipal budget preparation, administration, and monitoring. Techniques for preparing professional presentations to elected officials, boards, and the public. Project management methodologies and tools.Skills in:
Exceptional external and internal customer service. Reviewing and interpreting building plans and specifications. Interpreting and applying codes and regulations to a variety of situations. Establishing and maintaining effective working relationships with the other Department Heads, City employees and the public. Negotiating, mediating and resolving customer complaints and concerns. Managing a team of employees. Presenting complex technical and regulatory information in clear, accessible ways to various audiences. Developing, justifying, and managing departmental budgets.Physical Demands/Work Environment:
The employee must have the ability to lift, carry, push and/or pull greater than 50 pounds. This position is exposed to extreme elements including extreme heat and/or cold, wet and/or humid conditions, noise intensity level, moving mechanical parts/hazards, dirt/dust, and odors. Constant use of protective personnel equipment including but not limited to footwear, eyewear, and use of reflective clothing is required. Will work on-call rotation and in an emergency event.
