POSITION SUMMARY
The Property Manager is responsible for the comprehensive oversight of assigned residential properties. This includes ensuring the physical and financial well-being of the properties, managing day-to-day operations, supervising maintenance staff, ensuring compliance with all regulatory requirements, and fostering strong relationships with residents. The Property Manager plays a vital role in maintaining housing quality, safety, and customer satisfaction.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Oversee daily operations of assigned residential properties. Ensure timely and cost-effective maintenance and repairs. Supervise and support the maintenance team, assigning work orders and inspecting completed work. Enforce lease agreements, property rules, and compliance with applicable HUD, local, and state regulations. Respond to resident concerns and resolve disputes professionally and promptly. Maintain accurate records related to rent collection, maintenance requests, inspections, and tenant files. Conduct regular property inspections to identify safety hazards, maintenance needs, and code compliance issues. Coordinate unit turnovers and ensure vacant units are rent-ready. Monitor property budgets and control operational expenses. Prepare and submit reports as required by the Chief Administrative Officer. Participate in audits, inspections, and regulatory reviews. Ensure fair housing practices and customer service standards are upheld.
QUALIFICATIONS
High school diploma or GED required; associate or bachelors degree in business, public administration, or related field preferred. Minimum of 3-5 years of experience in property management, preferably in affordable or public housing. Supervisory experience required. Strong knowledge of landlord-tenant law, fair housing regulations, and HUD requirements. Proficient in property management software, Microsoft Office Suite, and database systems. Excellent communication, conflict resolution, and time management skills. Ability to read and interpret leases, financial reports, inspection findings, and regulatory documents. Valid drivers license and reliable transportation required. Must pass background and drug screening.

PHYSICAL DEMANDS
Must be able to frequently walk properties, including climbing stairs and accessing units. Ability to lift up to 25 lbs occasionally (files, supplies, etc.). Work involves sitting, standing, walking, and occasional bending or kneeling. May involve outdoor exposure during property inspections or emergencies.
WORK ENVIRONMENT
Work is typically performed in an office within a residential housing setting. Occasional exposure to outdoor conditions and building maintenance environments. On-call or after-hours response may be required for emergencies. Frequent interaction with residents, staff, contractors, and public officials.
