Determines charges and prepares rental or lease agreements; supervises inventory, equipment maintenance and recordkeeping for leasing operations.

Job Description

PROPERTY MANAGER
Virginia Beach Community Development Corporation (VBCDC) is seeking a detail-oriented and mission-driven Property Manager to manage a portfolio of rental housing properties. This role is responsible for ensuring homes are occupied by qualified residents, lease requirements are followed, regulatory standards are met, and residents receive professional, responsive service. The Property Manager will work closely with residents, applicants, internal departments, community partners, contractors, and regulatory agencies to support VBCDC's mission of providing quality affordable housing and strengthening communities. This position requires strong organizational skills, sound judgment, knowledge of affordable housing compliance, and the ability to manage multiple priorities in a fast-paced environment. Property Management and Leasing Manage a portfolio of rental housing units in accordance with VBCDC policies, procedures, lease agreements, and applicable regulatory requirements. Market upcoming vacant units in accordance with Affirmative Marketing Plans, Fair Housing laws, and program guidelines. Interview applicants, receive and process applications, and determine eligibility based on program requirements and VBCDC criteria. Prepare and execute leases with approved applicants. Conduct move-in inspections and orient new residents to the unit, lease requirements, and VBCDC management and maintenance processes. Enter Tenant Income Certifications and other required move-in information into the appropriate systems. Coordinate with the Finance Department regarding move-ins, certifications, billing, and other resident account information. Support marketing and lease-up efforts for new developments. Compliance and Recertifications Complete income and asset recertifications in accordance with company policies, procedures, and regulatory guidelines. Prepare lease renewals and ensure all required documentation is completed accurately and timely. Maintain compliance with applicable affordable housing programs, including Low-Income Housing Tax Credit, HOME, Section 8, and other subsidized housing requirements. Provide information and documentation as requested for funding agency site visits, audits, and compliance reviews. Attend required trainings related to Fair Housing, Tax Credit compliance, landlord-tenant law, and other applicable regulatory requirements. Resident Relations and Lease Enforcement Respond to resident concerns in a courteous, professional, and solution-focused manner. Receive maintenance work order requests from residents and enter them into the property management system. Conduct semi-annual unit inspections for current residents. Conduct move-out inspections, assess units for damages, and complete required move-out documentation. Prepare monthly default notices, lease violation notices, unlawful detainers, writs of possession, and related documentation. Attend court proceedings for unlawful detainers and/or lease violations and take appropriate follow-up action. Work with residents, internal teams, and community partners to resolve issues while maintaining lease compliance. Administrative and Portfolio Management Utilize property management software systems to accurately and timely enter resident, unit, compliance, and portfolio information. Prepare reports as assigned. Attend team meetings to review portfolio status, vacancies, compliance matters, resident concerns, and other operational needs. Participate in the development of the annual Asset Management budget. Pay bills as needed for assigned portfolio. Attend meetings with partners, DHS staff, DHNP staff, neighborhood groups, and other stakeholders as requested. Work collaboratively across departments to support organizational goals and priorities. Serve as an engaged team member who values the diverse experiences and perspectives of residents, colleagues, partners, and community members. Perform other related duties as assigned. Minimum Qualifications Bachelor's degree from an accredited college or university required. At least three years of property management experience with multifamily residential properties required. Experience with tax credit, income-based, affordable housing, or subsidized housing properties preferred. Certification in Low-Income Housing Tax Credit Compliance, such as HCCP, preferred. Property management certification, such as RAM or similar, preferred. Valid driver's license and reliable personal vehicle required for travel during the workday. Required Knowledge, Skills, and Abilities Knowledge of the Virginia Residential Landlord and Tenant Act. Knowledge of federal and state Fair Housing laws. Knowledge of rules and regulations governing Low-Income Housing Tax Credit housing, HOME-funded housing, Section 8 housing, and other affordable housing programs. Knowledge of HUD Housing Quality Standards. Knowledge of health, safety, and federal regulations related to subsidized housing programs. Strong computer skills, including Microsoft Office Word, Excel, property management systems, and database platforms. Ability to learn and effectively use software systems required by the organization. Strong organizational skills with the ability to manage a varied rental housing portfolio. Strong time management and prioritization skills with the ability to manage multiple tasks and deadlines. Strong verbal and written communication skills. Ability to prepare professional business correspondence, notices, reports, and documentation. Ability to exercise sound judgment, take initiative, and manage portfolio responsibilities independently. Ability to identify problems and recommend practical, appropriate solutions. Ability to understand and interpret complex program, lease, compliance, and regulatory information. Ability to work cooperatively with residents, applicants, VBCDC staff, partner organizations, contractors, supervisors, and the general public. Ability to complete work accurately, thoroughly, and in compliance with VBCDC policies and procedures. Physical Demands and Work Environment While performing the duties of this position, the employee is frequently required to sit, talk, see, and hear. The employee is occasionally required to stand, walk, and travel to properties or meetings. The employee must occasionally lift and/or move up to 20 pounds. This position requires regular use of a computer, phone, and office equipment. Travel to properties, meetings, inspections, court proceedings, and partner locations may be required during the workday.
