DEFINITION
Under administrative direction of the City Manager or designee, plans, organizes, manages, and directs the operations and activities of the Public Services Department, including streets and infrastructure maintenance, facilities operations, fleet services, parks maintenance, and related public works functions. Provides highly responsible administrative support and ensures efficient, compliant, and community-focused service delivery.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Department Leadership and Administration Direct, manage, and oversee all Public Services Department operations and personnel Develop and implement departmental goals, policies, procedures, and performance standards Prepare and administer departmental operating and capital improvement budgets Oversee procurement activities, contract administration, and vendor performance Prepare staff reports, presentations, and recommendations for executive management and City Council Monitor operational performance metrics and ensure accountability and continuous improvement Maintenance and Operations Oversee the maintenance of streets, sidewalks, drainage systems, City facilities, and fleet assets Implement preventive maintenance programs and service schedules Ensure compliance with Cal/OSHA regulations, environmental requirements, and safety standards Coordinate capital improvement projects and infrastructure enhancement programs Manage fleet operations, including maintenance, replacement planning, utilization, and lifecycle management Lead emergency response activities related to infrastructure failures, facilities, severe weather events, and public hazards Parks and Facilities Maintenance Direct the maintenance and operation of City parks, landscaped areas, and public facilities Oversee turf management and landscape maintenance programs Manage tree care, pruning, fertilization, and related arboricultural activities Administer environmental weed and pest control programs Oversee irrigation system maintenance, repair, and water conservation initiatives Customer Service and Community Engagement Ensure timely and responsive handling of public inquiries, complaints, and service requests Foster a customer-service-oriented culture throughout all departmental divisions Develop public outreach and education programs related to City maintenance and public services Interagency Coordination Coordinate activities with City departments, public agencies, utilities, contractors, and community organizations Represent the City at regional meetings, professional associations, committees, and community forums
QUALIFICATIONS
Education Bachelor's degree in Public Administration, Engineering, Construction Management, or a closely related field is desirable Experience Five (5) to seven (7) years of progressively responsible experience in municipal operations, public works, or a related field Three (3) years of supervisory or management experience Certifications and Licenses Valid California Class B Driver License Relevant professional certifications such as APWA, ICMA, or equivalent are desirable
KNOWLEDGE AND ABILITIES
Knowledge of:
Municipal public works operations and maintenance practices Street, facility, park, and fleet maintenance programs Capital project planning and coordination Budget development and fiscal management Contract administration and public procurement processes Applicable federal, state, and local safety regulations Principles of leadership, supervision, and organizational management Ability to: Lead, motivate, and develop diverse teams Manage complex operations and competing priorities effectively Analyze operational needs and implement practical solutions Communicate effectively with staff, residents, elected officials, contractors, and partner agencies Prepare clear reports, presentations, and recommendations Respond effectively to emergencies and operational challenges Build collaborative relationships and foster public trust
WORKING CONDITIONS AND PHYSICAL DEMANDS
Work is performed in both office and field environments Exposure to varying weather conditions, construction sites, traffic, equipment, and other operational hazards Ability to walk, stand, climb, inspect work sites, and operate vehicles and equipment as required Availability to respond to emergencies and critical incidents during evenings, weekends, and holidays
