The Community The City of Bell Gardens is a primarily Hispanic community with a population of just over 42,000 people. It is located in Los Angeles County approximately eight (8) miles southeast of the City of Los Angeles, eleven (11) miles north of Long Beach, and 15 miles east of the Los Angeles International Airport. The City has an area of 2.4 square miles and shares a common boundary with the Cities of Bell, Commerce, Cudahy, Downey, and South Gate. Bell Gardens is considered an integral part of the Los Angeles-Long Beach metropolitan area. The Division The Housing Division is part of the Community Development Department, which also consists of Code Enforcement, Economic Development, Building & Safety, Planning, Business License and CDBG Administration. The Housing Division provides a range of services to improve the quality of life of its residents, including, but not limited to Rent Stabilization and Tenant Eviction Protections (BGMC Chapters 5.62 and 5.63; adopted via Ordinance No. 925), Residential Rental Assistance Program, First Time Homebuyers Program, Owner-Occupied Rehabilitation Program, and Homeless Prevention Services. The Position The Community Development Department's Housing Division is seeking an experienced Housing Inspector/Code Enforcement Officer to join their team. Under the supervision of the Housing Programs Supervisor, performs the duties insuring community compliance of the Bell Gardens Municipal Code; focuses on compliance with housing law and programs; receive complaints; investigate and identify municipal code violations; take appropriate action related to the violations; keep an accurate record of all cases; perform field inspections; researches appropriate laws, codes, and regulations; work with the public at the counter; may also perform general code enforcement duties, as time and schedule permit, for the Building Services Supervisor; perform related duties as assigned. The Housing Inspector/Code Enforcement Officer is a specialized professional/technical class assigned a variety of administrative duties relating to the Housing Division and Code Enforcement Divisions of the Community Development Department. The following tasks are essential for the positions assigned to this classification. Any single position may not perform all of these tasks or may perform similar related tasks not listed here. Investigate complaints involving violations of the City's Rent Stabilization and Tenant Eviction Protections Ordinance and all other housing programs as assigned. Investigates illegal uses of private property or public right-of-way such as noise, vehicle storage, sign placement, littering, zoning. Address and resolve complaints regarding compliance with the enforcement of Zoning Code and other City Ordinances. Maintain records of investigations conducted and actions taken. Conduct field investigations. Issue correction notices and orders to comply. Prepare and compile documentation for prosecution cases involving municipal code violations and give testimony in court. Inspects subsidized and rehabilitated housing conditions for conformity with state and local health and safety code requirements and regulations. Researches appropriate laws, codes, and regulations in preparing recommendations for allowance or discontinuance of activities in question; interpret municipal code. Maintain investigation files, record and log; meet with property owners to develop a plan to resolve violations; refer complaints and observed violations to proper department or agency for enforcement. Enforce vehicle codes with respect to abandoned vehicles; issue citations. Attends various City Commission meetings and provides information of ordinances, proposed changes, policies and procedures; research proposed ordinances as directed Prepare statistical and photographic reports on a regular basis to resolve zoning enforcement issues. Perform related duties as assigned. Weekends may be required.Knowledge of:
Zoning and municipal codes. Procedures involved in the investigation and enforcement of codes and regulations. The basic elements of public relations. The preservation of evidence applicable to enforcement work. Privileges of confidentiality.Ability to:
Conduct inspections, ascertain facts and apply appropriate codes Keep logs and write complex inspection reports. Work independently. Establish and maintain effective relationships with those contacted in the course of work, including other City staff and the public. Communicate clearly and concisely both orally and in writing. Understand and carry out oral and written instructions. Understand and communicate in the Spanish language is highly desirable These are position functions which may be changed, deleted or reassigned to accommodate an individual with a disability.Minimum Qualifications:
Any combination of education and/or experience equivalent to perform the duties of this position. Examples of acceptable education and experience are graduation from high school or equivalent and three (3) years experience, or its equivalent, relating to interpretation and enforcement of municipal rules and regulations, complaints procedures, zoning enforcement, code enforcement or related field. Experience in housing code enforcement in a governmental agency or closely related field of an investigative nature is preferred. A Bachelor's degree in Public Administration, Planning, Criminology or related field is highly desirable. Ability to speak Spanish is highly desirable. Licenses or Certifications Valid California Class C driver's license and acceptable driving record.Physical Requirements:
Work is done in the field in the community performing enforcement duties. Work is also performed in an office environment with several hours spent sitting and using a computer terminal or standing at the front service counter assisting service users. May require travel to attend meetings and conferences. Initial appointment is contingent upon satisfactory completion of a City paid physical examination, drug screening, background check and verification of U.S. Citizenship or right to work in the United States. This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens. The successful candidate will be required to satisfactorily complete a probationary period before being promoted to "regular" status.
