Water/Sewer ◄ Back to All Categories Deputy Director of Utilities Position Summary The Deputy Director of Utilities supports the Director in administration of the Utilities Enterprise. The position assists the director in planning, organizing, and directing the operation, maintenance, administration, and business functions of the City's water, wastewater, reclaimed water, and related utility systems. This position provides executive-level leadership to ensure safe, reliable, and cost-effective utility services; ensures regulatory compliance; supports responsible budget and rate management; oversees capital improvement planning and delivery; and promotes customer service excellence. Responsible for assisting the Director with all aspects of O&M, utilities planning and engineering, fiscal strategies including grants and loans, and administration of the Utilities Enterprise. The position may act on behalf of the Utilities Director when assigned and may act under delegated authority of the Director. Essential Duties and Responsibilities Assists in directing and managing all utility operations (contractually for outsourced services or administratively for in-house utilities operations) including water treatment and distribution, wastewater collection and treatment, reclaimed water systems, and utility maintenance. Oversees compliance with federal, state, and local regulations, including permits and reporting requirements (e.g., FDEP, EPA, SJRWMD); prepares, reviews, and submits required reports and documentation; and coordinates audits and reporting requirements for utility operations. Supports development, administration, and monitoring of annual operating and capital budgets; tracks expenditures, revenues, and funding sources to ensure fiscal responsibility; and prepares financial reports, forecasts, and long-range financial plans. Assists with utility rate studies and rate structure analysis; monitors revenue data to support capital needs and operational priorities. Plans, coordinates, and oversees capital improvement projects, including planning, design, construction, inspection, and close-out; supports utility master planning, infrastructure investment strategies, and long-range planning for system capacity, infrastructure replacement, and growth demands. Maintains and analyzes operational and capacity data (e.g., facility capacity, projected consumption, and performance metrics) to identify cost-saving opportunities, performance improvements, and strategic capital and operational needs. Administers utility administrative functions in coordination with Finance and Procurement, including purchasing coordination, accounts payable support, and adherence to established policies and procedures. Coordinates with Finance and Utility Billing/Customer Service staff to ensure timely and accurate utility billing; addresses customer inquiries and resolves escalated billing or service-related issues; and helps ensure overall service quality. Manages and/or supports procurement, contract administration, and vendor management for utility-related projects and services; monitors performance to ensure contract compliance; and coordinates task orders and related financial processes. Reviews engineering reports, technical studies, contracts, and grant documents related to utilities; assists in grant writing and funding acquisition efforts. Supervises managerial, technical, and administrative personnel including staff and consultants; evaluates performance and supports staff development; and collaborates with engineering, operations, and fiscal/administrative teams to deliver high-quality services with limited resources. Coordinates with other City departments, consultants, developers, regulatory agencies, and the public; prepares reports and presentations for City leadership, boards, and councils as required; and supports public education efforts related to utility programs, conservation, and service changes. Responds to operational emergencies and after-hours calls as needed and, when authorized, assumes the duties of the Utilities Director in their absence. Knowledge, Skills, and Abilities Thorough knowledge of water and wastewater utility operations and management. Knowledge of applicable laws, regulations, and permitting requirements for water, wastewater, reclaimed water, and related utility systems. Knowledge of municipal budgeting, public finance principles, utility rate structures, and financial reporting/forecasting. Working knowledge of procurement processes, contract administration, and vendor performance management. Familiarity with utility billing processes/systems and the ability to coordinate effective resolution of customer billing and service issues. Ability to manage large infrastructure projects and multiple priorities simultaneously. Ability to analyze complex technical, operational, and financial data and develop effective solutions and recommendations. Strong leadership, communication, customer-service, and organizational skills; ability to work collaboratively in a small, cross-functional team environment. Proficiency with budget preparation, capital planning, grant support, and contract administration. Skill in supervising, mentoring, and motivating staff. Qualifications Minimum Qualifications
- Bachelor's degree in engineering, Business Administration, Public Administration, Finance, Environmental Science, or a related field.
- Seven (7) years of progressively responsible experience in municipal or private utilities, utility operations, public works, finance, or public administration, including at least three (3) years in a supervisory or management role.
- Demonstrated experience supporting operating and capital budgeting, financial analysis/reporting, and contract administration in a public-sector or utility environment.
- Valid Florida driver's license. Preferred Qualifications
- Master's degree in a related field.
- Professional Engineer (PE) license in the State of Florida.
- Florida water and/or wastewater operator certifications.
- Utility Management Certification (or similar credentials).
- Project Management Professional (PMP) certification.
- Experience working in a growing municipal utility system.
- Proficiency in Microsoft Office and financial and/or utility billing platforms. Physical Demands and Work Environment
- Work is performed in offices, field, and plant environments.
- May be exposed to outdoor weather conditions, construction sites, and utility facilities.
- Ability to respond to emergencies outside normal business hours.
