DOE SUMMARY
The Tribal Administrator is a senior management position responsible for directing the administration, development, and management of the Scotts Valley Band of Pomo Indians (SVBPI) Tribal office and its associated grant and contract programs and procedures, including its operating policies; human resources management; program budget development and fiscal management; federal and state grant reporting (quarterly and annual reporting, annual federal audit); development, evaluation and oversight of grant supported service delivery methods, program goals and objectives; as well as public, community, and Tribal Council relations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Serves as the senior administrative executive of Tribal government and provides leadership, direction, and oversight to Tribal departments, programs, and administrative operations.
  • Translates Tribal Council goals, policies, resolutions, and strategic priorities into organizational objectives, implementation plans, budgets, timelines, and measurable deliverables.
  • Advises Tribal Council on organizational performance, governmental operations, financial matters, staffing, member services, housing, economic development, funding opportunities, major projects, organizational risks, and emerging issues affecting the Tribe.
  • Provides executive supervision and direction to department directors, managers, and other assigned leadership personnel and holds leadership staff accountable for departmental performance.
  • Establishes clear expectations for organizational performance, customer service, fiscal responsibility, communication, accountability, compliance, and timely completion of assignments.
  • Evaluates the organizational structure and recommends changes in staffing, departmental responsibilities, reporting relationships, policies, systems, and allocation of resources.
  • Leads executive and management team meetings and establishes systems for tracking organizational priorities, Council directives, major projects, deadlines, and departmental deliverables.
  • Identifies organizational risks, operational deficiencies, and performance concerns and directs appropriate corrective actions.
  • Develops short-term and long-term organizational strategies to strengthen Tribal governmental capacity, financial sustainability, infrastructure, services, and economic self-sufficiency.
  • Establishes organizational systems for measuring program performance, outcomes, expenditures, service delivery, and progress toward established objectives.
  • Reviews program work plans, budgets, performance reports, grant deliverables, staffing levels, expenditures, and outcome data.
  • Holds program leadership accountable for meeting established goals, deadlines, budgets, contractual obligations, grant requirements, and service expectations.
  • Directs corrective action when programs or projects are not meeting established performance, financial, compliance, or service delivery expectations.
  • Oversees development and implementation of new programs, including program design, staffing, budgets, policies, procedures, performance measures, funding strategies, and operational infrastructure.
  • Evaluates existing programs and recommends expansion, restructuring, consolidation, modification, or discontinuation when appropriate.
  • Promotes collaboration among departments to improve service delivery, eliminate unnecessary duplication, and maximize the use of Tribal resources.
  • Works across departments to improve coordination of services involving housing, education, youth, elders, emergency assistance, behavioral health, cultural programming, employment, social services, and other community needs.
  • Ensures staff understand their responsibility to provide professional and respectful service to Tribal members while consistently administering Tribal policies and eligibility requirements.
  • Reviews complex or elevated member service matters and coordinates appropriate administrative responses when issues involve multiple departments or significant Tribal resources.
  • Provides executive oversight of Tribal housing programs, housing development activities, housing services, and community development initiatives.
  • Works with housing leadership to establish short-term and long-term housing priorities responsive to the needs of Tribal members.
  • Oversees planning and implementation of housing projects, including acquisition, rehabilitation, new construction, infrastructure improvements, homeownership initiatives, rental programs, and other housing opportunities.
  • Maintains working knowledge of federal and other housing programs available to Tribal governments, including HUD Indian Housing Block Grant programs, NAHASDA requirements, housing grants, financing programs, and other resources supporting affordable Tribal housing.
  • Ensures housing programs maintain appropriate policies, eligibility standards, waiting lists, occupancy requirements, inspections, procurement procedures, financial controls, and compliance documentation.
  • Develops and advances strategies intended to strengthen Tribal revenues, create employment opportunities, leverage Tribal assets, and increase long-term economic self-sufficiency.
  • Identifies and evaluates potential business, real estate, commercial, governmental, and community development opportunities.
  • Coordinates feasibility studies, due diligence, business planning, financial analysis, property evaluation, financing strategies, infrastructure planning, and project implementation.
  • Reviews business plans, development proposals, financial projections, feasibility studies, operating models, and investment considerations and presents recommendations to Tribal Council.
  • Oversees administrative coordination among developers, consultants, legal counsel, financial advisors, contractors, governmental agencies, and other partners involved in Tribal development projects.
  • Develops systems for monitoring economic development projects, including budgets, schedules, milestones, financial performance, risks, contractual obligations, and required approvals.
  • Provides executive oversight of the Tribe's federal, state, Tribal, philanthropic, and other grant-funded portfolio.
EDUCATION AND/ OR EXPERIENCE
  • Bachelor's degree in public or business administration, political science, anthropology, economics, psychology, sociology, or related field and 5 years of high-level executive or administrative experience in a public or personal business program, while exhibiting an increasing level of responsibility and accomplishment during this time.
Experience in another position as a Tribal Administrator will be a plus.

DRUG FREE WORKPLACE
Scotts Valley Band of Pomo Indians (SVBPI) will not allow or condone drug or other substance abuse in the workplace. SVBPI insist on a workplace free from alcohol, prescribed or other drug abuse and their effects.
  • Employees must disclose to the Tribal Administrator the use of any prescription drugs along with the stated potential side effects of taking those drugs. It shall be the sole discretion of the SVBPI whether the employee can use prescribed drugs and still effectively and safely work in the SVBPI offices or other Tribal employment areas.
  • SVBPI drug free workplace substance abuse policies are based on Federal law and more particularly the Federal Controlled Substance Act, which among other things defines marijuana as an illegal drug whether it is used for medical purposes or not.
State of California laws related to medical marijuana use do not apply for those working in any of the Tribe's offices. Being in possession of a Medical Marijuana Certification does not excuse SVBPI employees from the strict Federal and Tribal policies on marijuana use.
AT-WILL EMPLOYMENT
  • The Scotts Valley Band of Pomo Indians ("Scotts Valley") employment policy is at will. Under the at-will policy, neither the employee nor the Scotts Valley Tribal Council is committed to continuing the employment relationship for any specific term. Rather, the employment relationship will continue at-will.
  • Either side may terminate the relationship at any time, with or without cause and with or without notice.
The Scotts Valley Tribal Council also retains the right to demote, transfer, change employee job duties, and change employee compensation at any time with or without notice and with or without cause in its sole discretion. In deciding to work for the Scotts Valley, or continue to work for the Scotts Valley, you must understand and accept these terms of employment. Scotts Valley complies with the Indian Preference Act.
