THE OPPORTUNITY
The City of Moreno Valley is looking for a Senior Management Analyst in Public Safety. This position will involve performing complex administrative, financial, budgetary, contract management, and operational analyses to support the programs of the Police and Fire Departments, as well as city-wide public safety initiatives. The Senior Management Analyst will coordinate high-level projects related to various areas, including contract administration, budget development and monitoring, policy analysis, legislative review, facilities project management, program management, grants management, and strategic planning. The role includes providing data-driven recommendations to management, developing reports and presentations, supporting the administration of public safety contracts and agreements, and assisting in the implementation of policies and procedures that improve organizational effectiveness and service delivery. Additionally, this position serves as a key liaison among internal departments, public safety leadership, contractors, and external stakeholders to ensure compliance, fiscal accountability, and the successful execution of critical public safety programs.

They possess a strong understanding of municipal operations and are skilled at managing complex projects, evaluating financial and operational data, and developing practical solutions to organizational challenges. Experience supporting public safety operations, including Police and Fire Department contracts, service agreements, grant-funded programs, and operational initiatives, is highly desirable. The successful candidate will demonstrate exceptional written and verbal communication skills, sound judgment, and the ability to build effective relationships with executives, department leaders, contractors, and community stakeholders. They are detail-oriented, proactive, and capable of balancing multiple priorities while meeting critical deadlines. A strong background in contract compliance, procurement processes, budget analysis, and strategic planning, combined with a commitment to public service and continuous improvement, will position the candidate for success in this role.
MINIMUM QUALIFICATIONS A
bachelor's degree in public, business administration, public safety, or a closely related field; OR, equivalent related work experience; AND A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary, and similar analyses; AND Experience in a government agency is highly desirable. Licenses; Certificates; Special Requirements A valid California Driver's License and continuous eligibility for coverage under the City's vehicle insurance.

Senior Management Analysts perform complex and responsible analyses and studies on a wide range of management, administrative, financial, facilities, and other organizational issues to support the planning and execution of City-wide or departmental goals and objectives. ABOUT THE CITY MANAGER DEPARTMENT
The City Manager's Office is committed to providing and coordinating excellent staff support and sound policy recommendations to the City Council, leading the organization in an effective, efficient, and principled manner, and providing organizational support and direction to the departments. Functions of the City Manager's Office include coordination of the implementation of City Council policies and programs; providing overall direction to the departments that administer City programs and services; coordinating intergovernmental relations and legislative advocacy; managing public safety contract services; providing technology services; and administering the City's media relations and public information.
ABOUT THE PUBLIC SAFETY DIVISION
The Public Safety Division supports this objective by providing oversight, coordination, and administrative leadership for the City's contracted Fire and Police services. Public Safety Administration serves as the primary liaison between the City and its County public safety partners. The division manages contracts, including those for Riverside County Sheriff and Cal Fire, oversees fiscal and grant compliance, supports strategic planning, and ensures services are delivered in alignment with City policies, contractual obligations, and operational standards.
