Applications will be reviewed on a continuous and ongoing basis. Early submissions are encouraged. The City of Oxnard's Finance Department is seeking its next Assistant Chief Financial Officer ! This position is one of three Assistant Chief Financial Officer (ACFO) positions in the department. The role of this ACFO assists in planning, directing, managing, and overseeing activities and operations within the Finance Department. In addition, this position will primarily focus on budget, budget preparation and tracking, financial reporting, process improvements, current and long-term financial planning, assist the Public Works Department in the Cost of Service Analysis review and utility rates recommendations to the City Council, and support of debt issuance and cash flow forecasting. The ACFO will provide internal customer service and budget support to internal customers, as well as supervision of external vendor contracts and financial advisors. In addition, this position coordinates budgetary activities with other departments and provides highly responsible and complex analytical support to the Chief Financial Officer. The Assistant Chief Financial Officer (Budget) oversees a staff of six FTEs.

THE DEPARTMENT
The Finance Department is responsible for overseeing the financial management of City funds and supporting the City Council, City Manager and Departments in providing services to the community.
The department programs include:
general accounting, budget, debt issuance and administration, grant accounting, purchasing, billing and licensing, and mail and courier services.

Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, paraprofessional and support staff. Work is performed according to overall management and strategic objectives and is reviewed for outcomes produced and results obtained.
WORK SCHEDULE
The normal workweek is Monday through Thursday, 8:00 am - 6:00 pm, and alternating Fridays, 8:00 am - 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is responsible for representing the department at various meetings, including regular City Council and City Council Committees. The standard work environment varies depending on assignment but is typically either dependent on each position, which is primarily in an office setting or out in the field. The City does not offer hybrid or remote work. Essential Functions This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department. Oversees the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervises management, professional, paraprofessional and support staff. Manages and administers the operations of a major division within a department; coordinates and oversees the implementation of division programs and operational activities; participates in program planning and development; assists in developing goals, policies and objectives; aligns division operations with department and organizational strategy and goals. Monitors and oversees service quality and compliance with applicable regulations, standards, codes, policies and/or business requirements; manages operational risk; identifies and implements process improvements for the optimization of resources and the effective delivery of high quality services. Provides technical guidance; monitors and evaluates projects and processes; performs research of specialized and technical information; analyzes and resolves complex and sensitive issues; handles escalated customer concerns; and creates, negotiates and implements initiatives and solutions. Serves as division representative, liaison and/or advisor to management, City officials, boards, commissions, authorities, outside agencies, the public and/or other organizations regarding assigned area; facilitates and participates in meetings. Develops and delivers presentations; prepares and/or oversees the preparation, maintenance and/or distribution of correspondence, reports, documents, system information and other related communication materials. Oversees and assists in the analysis, development and administration of assigned budget; monitors and approves expenditures; monitors budget compliance; and makes budget recommendations. Performs other duties of a similar nature and level as assigned. Minimum Qualifications The following are the minimum qualifications necessary for entry into the classification:

Bachelor's degree in accounting, finance or a field directly related to the assignment
EXPERIENCE
Four (4) years of progressively responsible related experience that includes significant management and supervisory experience

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions:
New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% of employee salary to a 401(a) plan of its choosing. Retirement Health Savings The City contributes 1% to a retirement health savings account.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.
