ABOUT THE POSITION
The City owns and operates a sanitary sewer collection system consisting of approximately 280 miles of sewer pipes and 31 sewer lift stations. Similarly, the city also owns and operates a stormwater management system consisting of 18 pump stations, lagoons, levees, creeks, canals, storm catch basins and over 100 miles of storm drain pipes. Under the direction of the Public Works Director or their designee, the Superintendent will direct the work within the sanitary sewer collection system and the stormwater system, collectively known as wastewater operations, and will have the opportunity to lead a highly effective maintenance division while developing innovative and strategic plans for addressing the City's future needs. The Superintendent will be the City's lead contact for all regulatory agencies interfacing with wastewater operations such as, the National Pollutant Discharge Elimination System (NPDES) county-wide storm water management program, State Water Resources Control Board, and California Department of Fish and Wildlife. In addition, the Superintendent will participate in Redwood City's Plan Review Committee and the Technical Advisory Committee of the JPA-owned Silicon Valley Clean Water Wastewater Treatment Plant. This position requires the incumbent to be in the office full-time.

IDEAL CANDIDATE

Possession of a California Water Environment Association (CWEA), Collection System Maintenance Certification Grade 3 and above is highly desirable.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Duties may include, but are not limited to, the following:
  • Plan, schedule, supervise, and monitor maintenance and repair projects in the City's wastewater collection system and stormwater management system.
  • Evaluate and prepare sewer utility rates and revenue plans for approval by the Public Works Services Director, City Manager, and City Council.
  • Identify strategies and prepare long range-system improvement plans, including budget forecasts.
  • Assume the duties and responsibilities of the Public Works Director in his/her absence, as assigned.
  • Develop, test, and monitor the wastewater division's emergency preparedness.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge, skills and abilities are qualifying. A typical way to obtain the knowledge and abilities would be: Experience Five (5) years of increasingly responsible management experience in public works or utilities operations and maintenance or related field. Training Equivalent to a bachelor's degree from an accredited college or university with major course work in public or business administration, management, or a related field. and Licenses & Certificates
  • Possession of, or ability to obtain, an appropriate valid California Driver's License.
Knowledge of:
  • Contemporary methods, techniques, principles, and practices of public administration and local government operations for wastewater management.
  • Principles of organization, administration, budget, financial, and personnel management.
  • Principles and procedures of project management.
  • Governmental purchasing and contract management procedures.
  • Principles and procedures of emergency response preparedness.
Ability to:
  • Select, supervise, train, and evaluate subordinate personnel.
  • Communicate and coordinate with the diverse workforce, within the department and with other departments and agencies.
  • Communicate clearly and concisely, both orally and in writing.
  • Plan, communicate, delegate, and monitor a variety of concurrent projects.
  • Prepare, maintain, and interpret records and reports.
  • Evaluate operations and problems to recommend and implement efficiency and productivity improvements.
  • Prepare or assist with the preparation and administration of a departmental budget, including purchasing.
