Job Description
Read the entire Brochure Here The Public Works Director performs a variety of professional duties in providing policy and administrative guidance to Public Works departments. Coordinates, plans, leads, and oversees the department to ensure collaboration, cohesion, and professional operation. Provides direction, planning, and leadership for all Public Works departments; evaluates operational performance, reviews work methods and procedures, and coordinates activities and communications within the department; identifies problems, collaborates with other staff, and provides conflict resolution for various projects and Public Works initiatives. Supervises, guides, motivates, and evaluates assigned staff; establishes, delegates, and monitors goals, fosters working relationships, and provides training and instruction on methods and procedures; reviews, evaluates, and provides feedback on employee performance. Leads, coordinates, and manages regional transportation, engineering, and solid waste efforts to ensure comprehensive approaches to planning and implementation; identifies potential financial sources and works to obtain funds through grants or collaboration with State and Federal sources. Participates, supports, and serves the Elected Officials Transportation Committee; provides recommendations for expenditures, processes, programs, and projects; coordinates with City of Aspen, Town of Snowmass Village representatives, and Roaring Fork Transit Agency to resolve disputes, develop regional transit plans, and implement projects. Develops, maintains, and fosters extensive relationships with Federal and State partner agencies, including but not limited to the Colorado Department of Transportation, Federal Highway Administration, and US Forest Service; acts as a liaison for the County to ensure cohesion in practices and programs and to ensure the goals for the County are achieved. Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned. 3+ years of experience as an Administrator or Manager in a department or function. 7+ years of progressively responsible experience in the area of expertise. Bachelor's Degree required in Public Administration, Business Administration, Civil Engineering, or related field, or equivalent combination of education and experience. Must possess a valid Colorado Driver's License and acceptable Motor Vehicle Record.

County organization, operations, policies, and procedures. Principles and practices of public administration. Organizational development theory and practices. Modern technology, systems, and software designed to assist in the computerized management of information. Legal, ethical, and professional rules of conduct for government officers. Principles and practices of public sector administrative management, including personnel rules, cost accounting, budgeting, contract management, and employee supervision. Techniques and practices for efficient and cost-effective management of resources. Methods and techniques of research, analysis, and report presentation. Principles and practices of conflict resolution.Skill In:
Developing and executing strategic plans. Applying logical thinking to define problems, collect data, establish facts, and draw valid conclusions. Drafting clear, complete, accurate, and logical written and verbal communications. Researching, compiling, and summarizing a variety of information, data, and materials. Planning, organizing, assigning, directing, reviewing, motivating, developing, and evaluating the work of staff. Work is performed in a standard office environment with occasional site visits. May be exposed to inclement weather conditions.
