What they do
A Fiscal Director or Budget Director manages the budget and finance department of government agencies or cities. They manage the operations of the budget and finance department; including leading analysts and staff. They review and make recommendations on budget requests and options in terms of policy, programs and objectives for the agency or city while ensuring compliance with policies, procedures, regulations and statutes. They are responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation of quarterly, monthly and annual financial performance measures.

Job Description
Essential Job Functions :

Manages all accounting operations including member billing, A/R, A/P, GL, inventory accounting and revenue recognition. Coordinates capital expenditure planning and direct the preparation of the annual budget, financial forecasts, and variance reports. Prepares and publishes monthly financial statements. Coordinates the preparation of regulatory reporting. Researches technical accounting issues as needed. Manages month-end and year-end close processes. Ensures proper internal accounting controls and quality control over financial transactions and financial reporting. Manages and complies with local, state, and county government reporting requirements and filings. Oversight of payroll and back up for bi-weekly payroll processing Develops and document business and accounting processes and policies to maintain and strengthen internal accounting and reporting controls. Manages cash flow for the Country Club, a seasonal business. Coordinates and plan for annual audit with independent auditors. Directs and participates in the taking of inventories for food & beverage, golf merchandise, equipment, and other assets of the Country Club. Manages preparation of reconciliations of bank, other assets, and liability accounts. Negotiates with insurance carriers with respect to property and casualty insurance. Ensures compliance with pertinent federal and state employment laws and practices as required.Qualifications:
- Proven working experience as a Financial Director/Controller.
- Bachelor's degree in Accounting required, CPA qualification a plus.
- 10+ years of accounting and finance experience, including creating financial statements and managing the month-end/year end close process.
- Proven ability to lead and direct administrative staff.
- Experience/knowledge of state and local government GAAP and HOA fund accounting preferred.
- Experience with Club Systems (Jonas) preferred.
- Experience in the hospitality industry preferred.
- Hands on knowledge and experience; proficiency in accounting software.
- Advanced knowledge of Excel.
- Excellent interpersonal, influencing, and negotiation skills to interact with various level within and outside the organization.
- Demonstrated experience as an effective leader.
- Honest, ethical, accurate, and timely in handling all finances.
