Job Description

The purpose of this classification is to manage the operations and staff of an assigned Judicial Court. Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Organizes, prioritizes, and assigns work: oversees employee work schedules to ensure coverage and control; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports as requested. Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for the division: evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements. Develops, recommends, updates, and implements policies and procedures for the division: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; monitors pending and new legislation that impacts division activities and work processes; and ensures division activities comply with established laws, policies, and standards. Serves as an advisor to court staff and others on matters involving division services, real estate laws, and division policies: interprets real estate laws and guidelines and provides information to the general public, attorneys, and court staff; serves as a liaison to other agencies; responds to media and public inquiries and concerns.
Manages department technology systems:
participates in the implementation of automated systems for the division; adapts and tests software; creates new and updates existing documentation; establishes operating procedures; administers security systems; establishes related training for staff; and manages and maintains court website according to area of assignment.
Conducts technological needs assessments:
evaluates technology and work processes to determine current and future requirements; investigates solutions to address technology/system issues; and makes recommendations regarding technology upgrades and purchases. Conducts research to compile and create division reports: utilizes department database records, electronic data sources, hardcopy materials, or other sources as needed; compiles, maintains and monitors various administrative and statistical data pertaining to division activities and operations; analyzes data and identifies trends; and writes, prepares, formats, or otherwise generates reports and other documents as requested. Performs other related duties as assigned. Minimum Qualifications Bachelor's Degree in Business Administration, Public Administration or related field; supplemented by five years of progressively responsible experience supervising the recording of real estate transactions and processing of court documents; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements Some tasks require the ability to communicate orally.
