PRIMARY FUNCTION
This position plans, develops, presents, monitors, and improves the System's budget formulation execution programs, manpower/position allocation and control systems, and student enrollment forecasting and reporting.

Education and Experience Required:
Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Accounting, Finance, or related field. Six (6)years of experience in a responsible capacity in the budgeting field in either the governmental or private sector. Four (4) years of experience in a supervisory position with responsibility for the daily activities of others. Three (3)years of prior governmental budgeting work experience in an organization of at least moderate size. Two (2) years of prior governmental manpowermanagement/position control experience. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Preferred :
Master's degree from an accredited college or university in Business Administration,Public Administration, or related field.

KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge of mainframe computer personnel and financial management systems. Proficiency in Personal Computer (PC) database management, spreadsheet, word processing, and graphics software in a Local Area Network (LAN) environment (extensive knowledge of Microsoft Office Access, Excel, Word and PowerPoint). In-depth knowledge of PC/Mainframe data transfer. Communication skills, including clarity, tact, courtesy, and calm during stressful situations. Ability to understand and follow oral and written communications. Ability to work with principals, administrators, and other school personnel.
DUTIES AND RESPONSIBILITIES

Reasonable accommodations may be made to enable individuals with disabilities to perform the duties herein described. Supervises all aspects of the Budget process.

Develops budgetary policies and procedures. Develops revenue and expenditure projections. Coordinates preparation of the operating budget. Assists the Superintendent's immediate staff with budget review. Supervises publication, advertisement, and distribution of the preliminary, recommended, and adopted budgets. Supervises the execution of the approved budget.

Recommends administrative controls where required. Identifies, on a regular basis, specific actions for improving the budget process, documents, presentation, and any other functional area related to the total financial managementsystem; and communicates this to district leadership. Acts as budget control officer. Prepares necessary agenda items for Board action relating to the adoption or amendment of operating budgets. Provides advanced warning of potential over-expenditure of budgeted funds. Coordinates, processes, and controls transfersof budgeted funds in accordance with Board Policy. Prepares cost analyses as required. Supervises the preparation of annual budget reports required by the State Department of Education, the Board, and any other appropriate governmental Supervises the completion of comparative budget profiles and other budget related surveys as requested. Supervises the student enrollment reporting process.

Supervises the preparation of annual enrollment forecasts for use in developing the annual operating budget. Supervises the completion and distribution of monthly budget execution, position control, and position vacancy reports to appropriate staff/management. Trains budget office staff, program managers, and site administrators on budget formulation and execution. Maintains affiliation with appropriate professionalassociations and participates in their training programs and activities. Cooperates with internal and external auditors and provides information to them as requested. Makes budget presentations to Administrators, Superintendent's Cabinet, Board and Public as required. Responds to approved information requests by the media, employee unions, parents,and taxpayers. Supervises the data collection and preparation ofthe Universal Fund (E-RATE) application. Supervises the District's position control function. Serves as direct supervisor of Budget and Manpower Office staff consisting of budget/financial analysts and position control coordinator. Works with the Tax Assessor's Office on the tax digest to provide the paperwork needed for the mileage rate for the Department of Revenue. Performs other duties as necessary for the effectiveness of theorganization.

Incumbents will be considered "at will" and appropriate pay will be determined based on the assigned pay grade and allowable experience.
WORK ENVIRONMENT
Employees in this classification are normally exposed to a typical office environment. The employee has some control over the length of time sitting, standing, or ambulating. There are occasions that require the lifting or pulling of equipment or supplies, as well as bending, stooping, or stretching. There is frequent use of computers, telephones, and other standard office equipment, which includes reading, listening, writing, or speaking. There are few exceptional physical or sensory demands.
