FLSA Exempt Major Function and Purpose:
The Public Works Director is responsible for the overall leadership, planning, administration, and operation of the City's Public Works Department. This position directs and manages activities related to the construction, maintenance, and repair of streets, sidewalks, drainage systems, water distribution systems, sewer lift stations, and city facilities. The Director oversees capital improvement projects, fleet management, and preventive maintenance programs for city-owned buildings. This role requires the exercise of independent judgment and technical expertise in engineering, infrastructure management, and municipal operations. The position reports to the City Administrator and serves at the pleasure of the Mayor and City Council.
Essential Job Functions:
  • Plans, organizes, directs, and evaluates all Public Works operations, including streets, drainage, water, sewer, fleet, and facilities maintenance.
  • Supervises, directs, and evaluates department staff, including assigning work, resolving personnel issues, and recommending disciplinary actions.
  • Develops and administers the department budget; prepares and presents reports and recommendations to the City Administrator and City Council.
  • Establish departmental policies and procedures to improve efficiency and ensure compliance with regulations and best management practices.
  • Coordinates and oversees capital improvement projects, including planning, design, bidding, contractor selection, and construction management.
  • Ensures compliance with applicable local, state, and federal regulations, codes, and safety standards.
  • Oversee engineering functions, including surveys, design review, inspections, and infrastructure planning.
  • Manages the City's fleet program and preventive maintenance program for city facilities.
  • Coordinates maintenance and infrastructure needs across departments and external agencies.
  • Responds to public inquiries, evaluates service needs, and provides recommendations regarding public works operations.
  • Maintains relationships with engineers, contractors, regulatory agencies, and the public.
  • Monitors legislative and regulatory changes impacting public works operations.
  • Prepares and delivers presentations and reports as requested.
  • Promotes a positive work environment and maintains high morale within the department and the City of Temple.
  • Performs other related duties as assigned.
Additional Job Functions:
  • Assists with inspections and investigations related to code enforcement.
  • Reviews and updates infrastructure records, maps, and databases.
  • Conducts research and prepares technical and administrative reports.
  • Supports emergency response operations during natural disasters or critical events.
Minimum Qualifications:
Education and Experience
  • High School Diploma or GED required, Associate's or Bachelor's degree in Public Administration, Engineering, Management, or related field preferred.
  • Minimum of 2-4 years of supervisory or management experience.
  • Experience in public works, utilities, construction, or municipal operations preferred.
  • Any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Licenses and Certifications
  • Valid Georgia Driver's License; ability to obtain a CDL.
  • First Aid/CPR certification (or ability to obtain within one year).
  • Relevant certifications such as Trench Safety, Flagging, GAWP, or GRWA preferred.
Knowledge, Skills, and Abilities Knowledge of:
  • Civil engineering principles, municipal infrastructure systems, and public works operations.
  • Applicable laws, regulations, and safety standards.
  • Equipment, tools, and materials used in construction and maintenance.

Ability to:
  • Interpret technical documents, maps, and blueprints.

  • Manage multiple projects and priorities simultaneously.
  • Establish and maintain effective working relationships with staff, officials, and the public.
Physical Demands Work is performed in both office and outdoor environments. Duties require standing, walking, bending, lifting (up to 50 pounds), and operating equipment. The position may involve exposure to varying weather conditions, hazardous materials, and moving machinery. Work Environment The work environment includes exposure to outdoor conditions, traffic, construction sites, and potentially hazardous situations. Use of personal protective equipment (PPE) is required as appropriate. Work Schedule This is a full-time position requiring a minimum of 40 hours per week. The Director must be available to work evenings, weekends, holidays, and during emergency situations or natural disasters as needed. Supervisory and Management Responsibility This position provides direct oversight of Public Works personnel and community service workers. The Director is responsible for operational decision-making, staff supervision, and implementation of policies in accordance with city, state, and federal guidelines.
