Job Description

Director of Business Affairs for Head Start (CS26-224) To build on a strong foundation of achievement and contribute to the realization of its ambitious institutional goals, Southern Illinois University Edwardsville (SIUE) invites applications for the position of Director of Business Affairs for Head Start (CS26-224) . What You Will Do Advises the Program Director in developing and maintaining the annual budget for Head Start/Early Head Start budget and directs the accounting for expenditure of all funds. Responsible for communicating finance, budgets on behalf of the Program Director in Program-level meetings and meetings with the Head Start Centers, School of Education, Health & Human Behavior, Provost's office, Outreach initiatives, and other university units and organizations. Develops, manages, and implements sub-budgets for Centers and innovative/special projects. Serve as the Chief Financial Officer for the Head Start/Early Head Start grant program. Responsible for day-to-day fiscal operations of the grant program. Responsible for overseeing the receipt, care, custody, disbursement, management of all assets of Head Start/Early Head Start. Conduct the fiscal affairs of the program by overseeing and approving all financial transactions. Serve as the Fiscal Officer for Head Start/Early Head Start and report out to the Governance Group and Policy Council; serve as a member of the leadership team, member of the negotiating team for new agreements and collective bargaining agreements.

  • Bachelor's degree in business administration, management, or a field related to the position.
  • Two (2) years of professional business, financial, and/or managerial work experience.
(
NOTE:
A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.) AND Three (3) additional years of experience in accounting is required. Preferred Qualifications
  • CPA certificate
  • Knowledge of Generally Accepted Accounting Principles
  • Five (5) years of experience with educational and or federal grant based accounting Must demonstrate knowledge of not-for-profit accounting and fiscal management principles.
Must be knowledgeable of university, state and federal policies and regulations. Must demonstrate a track record of clean audits. Strong skills in Excel. Familiarity with SIUE and/or state university personnel policies and collective bargaining agreements. Must possess outstanding written and oral communication skills. Demonstrated ability to work capably and with cultural competence in diverse settings is required.

Step Illinois Residency Requirement:
Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position. Illinois residency requires proof of a valid Illinois Driver's License or state of Illinois ID Card. Failure to produce the required documentation within 180 calendar days is grounds for immediate separation.
