Job Description

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. In this position, you'll design and direct statewide emergency preparedness and response efforts for behavioral health—guiding critical operations before, during, and after disasters. From shaping policy and leading large-scale response initiatives to coordinating resources in the State Command Center, your work will directly support communities when they need it most. You'll collaborate with executive leadership, oversee major programs and grants, and drive innovation in crisis response systems. Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties:
Develops, coordinates, and implements statewide emergency preparedness and response plans for behavioral health programs, ensuring compliance with federal and state regulations; Directs and advises regional, facility, and hospital staff while supervising headquarters personnel to ensure effective emergency response operations; Designs and updates policies, procedures, and strategic plans for natural and manmade disasters, including program analysis and alignment with statewide initiatives; Leads and participates in disaster response efforts, coordinating personnel, resources, and operations, including serving in leadership roles within the State Command Center and Incident Command structure; Oversees emergency preparedness training programs, assesses training needs, and ensures staff, contractors, and partners are equipped for response activities; Manages emergency-related grants and contracts, including developing proposals, evaluating providers, and monitoring program implementation and performance outcomes; Prepares reports, conducts after-action reviews, and establishes performance measures to evaluate program effectiveness and drive continuous improvement in emergency response systems.
