Department LDH-Office of Behavioral Health Opening Date 04/15/2026 Closing Date 4/20/2026 11:59 PM Central About this Job The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation, and consultation for adults. Programs include inpatient interventions, jail-based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long-term psychiatric care are coordinated with the total system of care in Louisiana. ELMHS is looking for a motivated, detail-oriented, and positive individual to join our team as a Program Manager 1A -LDH, where you will administer, plan, and organize the budget development and management for Eastern Louisiana Mental Health System (ELMHS)! Minimum Qualifications Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. In this role, you will: Administer, plan, and organize the budget development and management for Eastern Louisiana Mental Health System (ELMHS), with complex and numerous funding sources, widely varied projects and programs as follows: Prepare and direct the strategic and operational budgetary planning processes for ELMHS. Serve as the ELMHS liaison between OBH Budget staff - ELMHS Administration, coordinating special budget/projection projects requested by LDH/OBH. Complete budget, projection, contract or payroll projects as requested by deadline given. Responsible for Administrative review of all budget, projection, contract or payroll projects completed by Fiscal Director. Provide guidance to Fiscal and Administration upon completion of review. Monitor the Capital Outlay Budget. The annual Capital Outlay budget totals over 30 projects and over $200 million. Responsible for preparing monthly revenue and expenditure projection reports. Responsible for providing direct assistance to the Accountant Administrator 3 for daily task and special projects Independently researches and collects information, performs formal needs assessments, monitors work process participates in coordination and planning efforts, analyzes trends and serves as a resource to theChief Executive Officer and Associate Position-Specific Details:
