Job Description
Based in the Community and Economic Development Department, reporting to the Community and Economic Development Director, the Executive Director of the Housing and Redevelopment Authority will provide overall visioning, planning, leadership for, and ongoing evaluation of the Housing and Redevelopment Authority (HRA) of the City of Faribault, in a manner that consistently achieves and advances the organization's mission to address the housing, and redevelopment needs of the City's residents Program Management Implements HRA's strategic priorities and actions, including the following: Develops, implements, operates redevelopment programs and incentives, including but not limited to owner-occupied single-family home rehabilitation loans, down payment assistance and downtown housing improvements, including marketing and communication of programs. Develops and maintains strong relationships and open communication with manufactured home communities, including working with partner organizations to provide manufactured home repairs. Builds collaborative relationships with non-profit organizations, and housing partners to address community needs including and beyond housing. Works closely with other housing partners to learn about needs in the community and identify areas where overlap and duplication exist, and market HRA programs and funding. Applies for grants from local, state and federal sources to support housing projects. Works with potential housing developers to promote housing development in Faribault, serving as a liaison to the developer through the City's processes. Tracks and reports on data related to housing studies. Property Management Oversees/supervises the management firm providing services for the HRA's housing units, which includes 49 scattered project-based voucher units. Oversee the implementation of the Capital Needs Assessment with the property management firm Addresses tenant complaints related to the services of the management firm. Works with the Rice County HRA on any questions/issues related to the income qualification and waiting list services provided. Participates in any HUD or other inspections of Faribault HRA properties Ensures compliance with HUD rules and regulations as well as completing required HUD reports for the Faribault HRA. Monitors property accounting and collections records and addresses issues with the management firm. Maintain any HUD regulations and policies. General Administration Serves as staff coordinator/liaison for the HRA Board, including preparing meeting packets and meeting attendance and development of strong working relationships with HRA Board members. Represents the HRA on a variety of different boards or groups in the community, including attending meetings. Ensures all accounts payable transactions are reviewed before being sent to Finance or the management firm for processing and preparation of a claims list; directs payment after board approval. Creates the annual operating budgets for the HRA Operating Fund, Scattered Sites Fund, and HRA Special Projects Fund. Monitors budget activity, including forecasting of revenues and expenditures. Monitors HRA loan activity; executes necessary paperwork on new loans or when terms met; communicates with Finance on loan status. Assists the Community and Economic Development Department front desk with answering the main phone line and assisting customers as needed; provides a high level of customer service to internal and external customers
DESIRED MINIMUM QUALIFICATIONS
Education and Experience :
Bachelor's degree in Housing, Business, Public Administration, Social Work or related field, with a minimum of three (3) years of housing, economic development, finance, or community development-related experience required. An equivalent combination of experience and/or education is acceptable.SPECIAL REQUIREMENTS
Must have a valid state driver's license.PREFERRED QUALIFICATIONS
Working knowledge of the principles and practices of community development, economic development, redevelopment and public finance. Working knowledge of federal and state housing rules and regulations. Strong record of collaboration across outside organizations to reach community-wide goals. Ability to establish and maintain effective working relationships with housing partners, developers, and property owners. Ability to accurately record and maintain records. NAHRO membership. Ability to communicate effectively verbally and in writing. Proficiency in use of identified computer software.TOOLS AND EQUIPMENT USED

Requires the ability to operate, maneuver and/or control the actions of office equipment, tools, and/or materials used in performing essential functions. Tasks involve the ability to exert light physical effort in light to sedentary work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks. Some tasks require the ability to perceive and discriminate sounds.WORK ENVIRONMENT
