FUNCTIONAL PURPOSE

The purpose of this position is to oversee a comprehensive program that serves all students experiencing homelessness in WS/FCS. This position will manage multiple budgets, direct and supervise a small group of staff dedicated to exclusive service of students experiencing homelessness, while ensuring the delivery of mandated services to facilitate the students' school attendance and access to appropriate education. This position is a 12-month full-time position.

DUTIES AND RESPONSIBILITIES

• Responsible for comprehensive programming, execution, and compliance monitoring of McKinney Vento and related programming that supports students experiencing homelessness and their families.
• Budgetary oversight and compliance of Program.
• Grant interpretation and writing. Responsible for ensuring grant execution is occurring in a timely, effective, and compliant manner
• Collects, prepares, and submits reports regarding data on students experiencing homelessness to State Education for Homeless Children and Youth (EHCY) program for compliance monitoring.
• Ensures that data on students experiencing homelessness is collected by the district and submitted to the State Education Department.
• Ensures required information is submitted in PowerSchool
• Review and revision of policies and procedures to ensure that children and youth experiencing homelessness are enrolled in school and receive educational services
• Ensures district transportation request policies and procedures are developed and implemented.
• Provision of mandatory training and professional development to district and school staff about the educational rights and needs of students experiencing homelessness.
• Works collaboratively with schools and administrative offices to provide technical and compliance support related to the McKinney-Vento Act.
• Works with parents and students experiencing homelessness to provide educational support.
• Responds to and resolves difficult and sensitive inquiries and complaints regarding McKinney-Vento compliance.
• Collaborates with community agencies providing services to families, children, and youth experiencing homelessness, as needed.
• Establishes program procedures for enhancing and ensuring community awareness of homelessness and subsequent services.
• Provision of direct supervision and evaluation of staff.
• Participates in professional development activities on an annual basis.
• Performs other related duties as assigned

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Demonstrated knowledge of homelessness and the hardships it creates for families, children, and youth. Extensive knowledge of the McKinney-Vento Act and other Federal and state laws, as well as district policies, that impact children and youth experiencing homelessness. Demonstrated ability perform as both local and district liaison to support the education of students experiencing homelessness, including maintaining contacts and collaborating with other districts within the state. Previous work experience managing contracts, budgeting, writing and interpreting grants. Ability to utilize district and state data collection systems to gather and manipulate data in order to produce required reporting. Ability to access and expand community resources for families and youth experiencing homelessness. Ability to professionally supervise and develop a small group of staff to work collaboratively to best meet the needs of students experiencing homelessness. Knowledge and experience working in a Title I program within a public school system.

EDUCATION AND EXPERIENCE REQUIREMENTS

Minimum:

Master's degree in Social Work, Counseling, Education, or related field with 5 years social work, counseling, or teaching experience that includes 3 years of supervisory and leadership responsibilities.

Desirable:

Master's degree in Social Work, Counseling, Education, or related field with 7 years social work, counseling, or teaching experience that includes 3 years of supervisory and leadership responsibilities that is Bilingual (Spanish/English) and previously worked as Homelessness Liaison.

CERTIFICATION AND LICENSURE REQUIREMENTS

Possession of, or ability to obtain, a valid NC state education or instruction specialist certification. Pay Grade PSM2
