Through services such as vocational counseling, job placement assistance, training and education, assistive technology, and support services, NMDVR aims to enhance the employability and independence of people with various disabilities. Tailoring its programs to meet individual needs, the agency is committed to facilitating competitive employment and fostering independence among its clientele. This posting will be used for ongoing recruitment and may close at any time. Applicant lists may be screened more than once. Why does the job exist? RSU Leadership works closely with the statewide program managers, and supervisors to develop goals, objectives, activities, policies and procedures, and resources necessary to support overall agency mission and goals. Provide guidance and problem solving; conduct strategic planning and client satisfaction surveys annually. Other assignments directed by the DVR Director, RSU Director for situations requiring involvement directly related to the RSU Statewide programs related to requirements from other state or federal agencies. Coordinate implementation of assigned statewide program objectives contained within the RSU State Plan and Combined State Plan and provide recommendations to the RSU Director regarding program performance and outcomes. The State Plan includes goals and objectives for providing vocational rehabilitation services in the state, identifies expected outcomes, assesses priorities, designates resources to implement program objectives, organizes and coordinates activities to achieve goals and objectives, and provides for analysis and evaluation necessary to monitor progress in meeting objectives. With the Field Operations RSU Deputy Directors, review, revise and maintain the State Plan on a bi-annual basis. Participate in interagency planning activities and coordinate implementation of assigned statewide program responsibilities under the Combined State Plan. Attend partnership meetings, represent DVR and RSU in a professional and collaborative manner. Implement aspects of the Combined State Plan that directly apply to RSU. Review, revise and maintain Combined State Plan bi-annually. Implement and monitor statewide program compliance with policies, procedures, and operational standards established by the RSU Director. All policies must be reviewed, revised and maintained bi-annually and in accordance with federal and state law. Prepare program performance reports, operational analyses, and data summaries for review by the RSU Director. Reports will inform leadership on performance metrics and related issues in support of the administration of RSU. Written reports are due to the DVR Director and Leadership Team on a monthly basis. Review, investigate, and provide recommendations regarding statewide program complaints and elevate matters requiring executive review to the RSU Director. Initial response must be made within 24 hours with written follow-up to the complaining individual/agency within 3 days. Staff Supervision - Provide direction, coaching, mentoring, and evaluation to the Statewide Program Managers and supervisors, and their staff as appropriate, and other direct reports. Implement accountability measures for the Statewide Program Managers, and supervisors and other direct reports as appropriate and ensure there are accountability performance measures in their Manager Evaluation/Goals document. Develop position descriptions, review applications, interview and select candidates to ensure RSU Statewide Programs are staffed appropriately. Coordinate Statewide Programs staff activities and assign tasks based on identified program objectives, timelines, and resource availability. Provide training, direction, mentoring, coaching and guidance to RSU Statewide Programs staff on a regular basis and/or when specific performance remedies are needed. Evaluate Statewide Programs staff performance of direct reports, utilizing state-approved performance evaluation methods and forms, adherence to agency policy, job descriptions, goal/assignment setting, monitoring performance outputs, meeting regularly with staff, and documenting performance. Ensure timelines for Opening, Interim, and Final evaluations are adhered to. Acknowledge and attempt to resolve personnel issues immediately and upon knowledge, through discussion, mediation, or other appropriate personnel actions. Elevate personnel issues to Human Resources/Legal Unit as necessary. Financial Operations Management - RSU budget administration/management Develop budget recommendations, staffing needs assessments, and resource projections for statewide programs and submit recommendations to the RSU Director. Clearly define RSU Statewide Programs outcomes and align these outcomes within the unit's approved budget. Successfully meet RSU obligations while conducting operations within the unit's approved budget. Monitor statewide program expenditures, obligations, and resource utilization and provide recommendations regarding operational funding needs. Provide timely feedback regarding re-allocations based on changing agency priorities and objectives. Program Development and Implementation Manage and monitor RSU Statewide Programs activities to ensure quality measures and performance metrics are met, as established by RSA, WIOA and state guidelines. Effectively collaborate with service providers, WIOA partners and other state disability agencies. Evaluate statewide program operations and recommend service delivery improvements, staffing models, and resource utilization strategies to improve program effectiveness. Monitor statewide program contracts and vendor performance to ensure compliance with contract requirements and achievement of deliverables. How does it get done? Provide operational direct leadership for RSU Statewide Programs which encompasses staff development, RSU budget management, data analysis, case management system, benefits advisement, and business outreach outreach functions for NMDVR. Who are the customers? Rehabilitation Services Unit staff, all agency unit staff, participants of the NMDVR, as well as other internal and external partners Ideal Candidate Rehabilitation Services Unit staff, all agency unit staff, participants of the NMDVR, as well as other internal and external partners Minimum Qualification Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
