DIRECTOR OF COMMUNITY DEVELOPMENT
Full Time Position Salary $74,865 Non-Competitive Class - No Civil Service Exam Required Excellent CSEA Benefits Package Directs and has charge of Community Development; does related work as required. This is an important administrative position involving responsibility for planning and directing the activities of the Community Development Program. An employee is this class is responsible for creating and implementing community development strategies, assessing housing needs and housing market data; collecting, compiling, and analyzing housing program data; overseeing program planning, compliance, and reporting as it relates to applicable Federal, State, and local housing programs. This class is also responsible for monitoring applicable sub-recipients, coordinating services for low and moderate-income residents related to housing rehabilitation and community building activities. This class if also responsible for managing the City Film Office and overseeing as necessary. As program director, the incumbent must independently initiate and oversee the application of policies that requires a high degree of professional judgment. The work is carried out in accordance with procedures prescribed by Federal and State officials and with the assistance of Federal and State funds. The position is under the general direction of the Director of Planning and Development with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work and in making decisions regarding client needs and requests. Supervision is a responsibility of this class. Does related work as required. Oversees and manages all CDBG funded programs in the City and serves as the department's subject matter expert for CDBG and HUD. Ensures compliance with CDBG regulations, including responding to HUD monitoring findings. Oversee the coordination of all CDBG funded Programs. Oversees the collection and review of quarterly reports from all Community Development program grantees; and oversees the monitoring of grantees for program compliance. Oversee the development of Newburgh's 5-Year Consolidated Plan, Annual Action Plan, CAPER, and other required reports, as needed. Manages the City's relationship with Film production. Originates and manages Film Permits through the City Film Office. Provides ongoing evaluation of the Department's Community Development programs, and submits recommendations to the Department Director for programmatic, policy, and guidelines changes to improve program efficiency and make the various housing and community development programs more responsive to community needs. Provides research and analysis, along with other Planning Department staff, and submits recommendations to the Department Director on new policy and program development and other housing and community development initiatives in response to emerging needs and/or opportunities. Assists with other department events and programs, as applicable. Comprehensive knowledge of Federal, State and local laws, policies and regulations as they apply to the Community Development Program, especially HUD funding including CDBG; good knowledge of modern management principles and practices; good knowledge of sociology, economics, environmental and planning factors related to community development; familiarity with legal procedures related to the real estate field and property appraisal practices; knowledge of principles and techniques used in research and statistical analysis; ability to translate legal and administrative policy statements into work directives; ability to establish and maintain effective work relationship at a high administrative level; resourcefulness and initiative; good professional judgment; tact and courtesy. Master's degree in Community Development, Business Administration, Public Administration Social Sciences, Planning or similarly related field and one year responsible experience in the administrative, supervisory or management level involving Federal, State and local government programs; or Graduation From a New York State recognized or regionally accredited four year college or university with a Bachelor's degree in Community Development, Business Administration, Public Administration, Social Sciences, Planning or similarly related field, and four years of responsible administrative, supervisory or management level experience involving Federal, State and local government programs; or § On-line submission of application, resume and copy of degree at https://www.cityofnewburgh-ny.gov/Jobs.aspx Deadline for applying:
