Job Description

Job Overview The City Manager serves as the chief executive and administrative officer of the City and is responsible to City Council for the effective administration and operation of all municipal affairs in accordance with the Home Rule Charter. The City Manager provides strategic leadership, oversees daily municipal operations, directs department heads and staff, manages the City's financial resources and implements policies and initiatives established by City Council. Key Responsibilities Leadership and Administration Provide executive leadership and direction for all municipal operations and personnel Appoint, supervise, and develop City employees and department leadership Attend and participate in all City Council meetings and provide professional recommendations on municipal matters Represent the City at community events, public meetings, and intergovernmental functions Advocate for the City's interests at local, regional, state, and federal levels, including pursuing funding opportunities and strategic partnership Developmental Oversight Supervise the operations of all City departments, including Administration, Public Works, Police, Code Enforcement, Community & Economic Development, Parks & Recreation, and Finance Negotiate contracts and agreements on behalf of the City and oversee approved municipal projects and improvements Ensure the effective implementation and enforcement of all City ordinances and policies Provide recommendations to Council concerning policy and legislative adjustments Ensure compliance with legal requirements, contractual obligations, public utility franchises, and regulatory standards Financial Management Prepare and present the annual budget for City Council consideration Administer the City's budget and financial resources in accordance with Council-approved appropriations Oversee long-range financial planning, fiscal controls and budget forecasting Preferred Qualifications Bachelor's degree or higher from an accredited college or university Minimum of 5 (five) years of progressively responsible management experience, preferably within municipal or public-sector administration Demonstrated experience in financial administration, budgeting, capital planning, and long-range fiscal planning Experience in personnel management, including employee supervision, organizational development, hiring practices, labor relations, and employment law Strong leadership, communication, interpersonal, and problem-solving skills Demonstrated ability to build collaborative relationships with elected officials, staff, residents, businesses, and community organizations Proficiency with Microsoft Office Suite and modern municipal management technologies The City Manager must reside in the City of St. Marys or willing to relocate within six months of hire.
Pay:
$100,000.00 - $140,000.00 per year
