Reporting directly to the Board of Commissioners, the Executive Director serves as YHA's Chief Executive Officer and principal advisor to the Board, providing leadership across the Authority's strategic, financial, operational, administrative, and development activities. With approximately 1,032 public housing units, 1,722 Housing Choice Vouchers, and 210 affordable housing units, the next Executive Director will lead an organization with both the scale and opportunity to make a meaningful difference in the community. The role provides the opportunity to build upon YHA's established programs while strengthening operations, advancing affordable housing and redevelopment initiatives, and positioning the organization to meet the community's changing housing needs. Your Leadership Opportunity The next Executive Director will work in partnership with the Board of Commissioners and leadership team to guide YHA's future while remaining connected to its employees, residents, and community. YHA is seeking a visible, engaged, and strategic leader who can bring together strong housing operations, financial stewardship, HUD performance, redevelopment, and people leadership while building relationships with government, community, and development partners. Success will ultimately be measured by YHA's ability to provide quality housing, strengthen communities, and expand its impact for the individuals and families it serves. Primary Areas of Executive Leadership Strategic Leadership & Governance Partner with the Board of Commissioners to establish and advance YHA's strategic direction and long- term priorities. Serve as the Board's principal executive advisor on operations, finances, development, policy, and strategic initiatives. Translate strategic priorities into measurable organizational goals and results. Balance immediate operational needs with YHA's long-term direction and community mission. Housing Operations & Resident Services Provide executive oversight of Public Housing, Housing Choice Voucher, Project-Based Voucher, Family Self-Sufficiency, resident services, maintenance, procurement, administration, and financial operations. Maintain a strong focus on housing quality, occupancy, voucher utilization, resident experience, and organizational performance. Ensure YHA remains responsive to the needs of the individuals, families, and communities it serves. Redevelopment & Affordable Housing Lead redevelopment, modernization, repositioning, and affordable housing development initiatives. Provide executive leadership for RAD, Section 18, LIHTC, mixed-finance, and other housing preservation and development strategies. Oversee development planning, financing, construction, relocation, and implementation of redevelopment projects. Identify opportunities to preserve existing housing while expanding affordable housing opportunities. Provide oversight of affiliated nonprofit corporations and development entities. Financial Stewardship & HUD Compliance Provide executive oversight of operating, capital, development, and grant-funded budgets. Ensure responsible stewardship of public resources and long-term financial sustainability. Maintain strong HUD compliance and organizational performance. Monitor key performance measures including PHAS, SEMAP, NSPIRE, occupancy, utilization, and financial management. People & Organizational Leadership Lead and support YHA's executive, management, administrative, maintenance, and program teams. Inspire, develop, and empower employees while creating clear expectations and accountability. Strengthen leadership capacity through employee development and succession planning. Foster a workplace culture built around collaboration, communication, accountability, and service. Community Leadership & Partnerships Serve as YHA's chief ambassador and primary public representative. Build trusted relationships with residents, HUD, elected officials, governmental agencies, community organizations, lenders, developers, and other partners. Represent YHA in governmental affairs, community partnerships, labor-management matters, and public relations. Pursue grants, partnerships, and alternative funding opportunities that strengthen YHA's mission and community impact. Executive Leadership Profile & Qualifications Experience Ten (10) years of progressively responsible leadership experience within a public housing authority, affordable housing organization, Housing Choice Voucher program, community development organization, redevelopment agency, or related field. Five (5) years of executive or senior management experience with responsibility for personnel, budgets, operations, and strategic planning. Demonstrated experience leading complex organizations and managing public resources. Experience working effectively with governing Boards, public officials, residents, employees, and community stakeholders. An equivalent combination of education and experience may be considered. Preferred Qualifications Bachelor's or master's degree in Public Administration, Business Administration, Urban Planning, Finance, Real Estate Development, Law, or a related field. Certified Public Housing Manager (PHM), Public Housing Executive (PHE), or equivalent professional certification. Executive leadership experience within a public housing authority or affordable housing organization. Experience with RAD, Section 18, LIHTC, mixed-finance development, or similar redevelopment initiatives. Comprehensive knowledge of HUD housing programs, regulations, and compliance requirements. Knowledge of affordable housing finance, redevelopment, asset management, capital planning, budgeting, procurement, labor relations, and personnel administration.

Compensation & Benefits Salary:

$145,000-$155,000 , commensurate with qualifications and experience.
