20-30% SUMMARY The Assistant Director of Housing & Economic Empowerment provides operational leadership, staff management, and program implementation support for all housing-related initiatives, including Rapid Rehousing (RRH), housing advocacy, and financial empowerment programs. This role is responsible for overseeing the daily activities of a multi-disciplinary team supporting survivors of domestic violence and human trafficking, ensuring services are trauma-informed and rooted in a "Housing First" approach. The Assistant Director assists the Director in ensuring compliance with federal (HUD), state (DOH), and coalition (CCADV) guidelines. They serve as the primary supervisor for front-line advocacy staff, lead data quality assurance, and manage day-to-day operational continuity, including maintaining a reduced direct service caseload and providing backup emergency coverage.
RESPONSIBILITIES
Program Operations & Staff Supervision Daily Management:
Provide direct supervision, coaching, and performance evaluations for Housing Advocates, Economic Empowerment staff, and program specialists.
Case Consultation:
Lead bi-weekly case reviews and provide routine case consultation on complex or high-risk cases, escalating ultra-high-risk situations to the Director.
Onboarding & Training:
Coordinate the onboarding schedule for new team members and monitor staff progress toward maintaining required domestic violence (DV) certifications and professional development hours.
Workflow Coordination:
Assign incoming referrals, manage staff schedules, and ensure balanced caseload distribution across the team.
Compliance, Data Quality & Reporting Database Management:
Act as the primary administrator for the EmpowerDB/HMIS database for the department; run weekly data quality checks to ensure 100% accuracy and compliance.
File Audits:
Conduct monthly internal case file audits to ensure all financial assistance documentation, safety plans, and compliance paperwork meet HUD, DOH, and CCADV standards.
Grant Reporting Support:
Compile and analyze raw data to draft monthly, quarterly, and annual grant performance reports for review by the Director and Chief Program Officer.
Direct Service & Operational Continuity Reduced Caseload:
Maintain a small, high-level direct service caseload, providing trauma-informed safety planning, advocacy, and long-term housing stabilization for complex survivor cases.
Staff Coverage:
Step in as the secondary point of contact and direct service provider in the temporary absence of Housing Advocates or the RRH Coordinator to prevent service gaps.
Crisis Intervention:
Provide immediate on-site or remote crisis intervention, conflict resolution, and eviction prevention support during program surges.
Systems Coordination & Community Engagement Network Representation:
Attend Coordinated Access Network (CAN) matching meetings and local task forces as delegated by the Director.
Landlord & Partner Relations:
Maintain and expand operational relationships with local landlords, property managers, housing authorities, and employment partners across Stamford and Norwalk.
QUALIFICATIONS
Education:
Bachelor's degree in Social Work, Human Services, Public Administration, or a related field required; Master's degree (MSW/MPA) preferred.
Experience:
Minimum 3-5 years of experience in housing advocacy, rapid rehousing, or domestic violence services, with at least 1-2 years of demonstrated supervisory or team leadership experience.
Technical Knowledge:
Strong working knowledge of HUD/DOH housing programs, Fair Housing laws, Rapid Rehousing standards, and the Connecticut Coordinated Access Network (CAN) framework.
Skills:
Proficient in data-driven management with deep familiarity in EmpowerDB, HMIS, or similar client databases. Excellent conflict resolution, crisis management, and cross-system collaboration skills.
Philosophy:

Benefits include health, dental, vision, HRA, (DVCC pays $3,350 for individual/$6,700 for family), a 403(b)-retirement plan with 6% employer match, employer paid $10,000 life insurance, additional voluntary life insurance, long-term disability coverage, holidays and 15 days of paid time off. WORKING CONDITIONS
Full-time position This is an in-person position Must maintain confidentiality and adhere to all DVCC and state/federal regulations. Ability to travel locally (20-30%) for regional meetings, landlord negotiations, and occasional home visits.
