MANAGING DIRECTOR OF SURPLUS LAND, INFRASTRUCTURE & HOUSING PARTNERSHIPS
The Managing Director of Surplus Land, Infrastructure Finance & Housing Partnerships will serve as the primary executive lead for the State Housing Infrastructure Partnership (SHIP) program and the lead for the disposition of state surplus lands identified by executive branch agencies. The Managing Director will interface and negotiate with state agencies, cities and counties, and development partners in reviewing surplus land parcels identified by the state agencies. The Managing Director will work with the State Housing Coordinator to develop and recommend to the Governor development agreements focusing on the goal of creating affordable home ownership. This individual is responsible for the strategic administration of the Infrastructure Loan Board, ensuring the fund is utilized effectively to meet the state's housing goals. The Managing Director will manage the relationship between the GOED, the State Treasurer, and the Infrastructure Loan Board. This position will report directly to the State Housing Coordinator.POSITION DETAILS & COMMITMENT

RESPONSIBILITIES
Surplus Land:
Lead the state's surplus land disposition effort but working with state agencies to identify surplus land, evaluate its suitability for attainable housing needs, and work with the agency to transfer the land to the Division.Municipal and Developer Relationships:
For surplus land parcels transferred to the Division, work with cities and developers to structure development agreements for the conversion of surplus land parcels to attainable housing units.Board Administration:
Act as the primary staff liaison for the Infrastructure Loan Board; manage board meetings, agendas, and the selection process for board membership as outlined in HB0492.Strategic Oversight:
Develop and implement the criteria for infrastructure loan eligibility, repayment terms, and the prioritization of "system improvements" (water, sewer, roads) that facilitate housing.Compliance & Reporting:
Ensure all loans comply with the statutory requirements of HB0492; coordinate with the State Treasurer on the economic effect study of the loan program; and prepare annual reports for the Legislature.Stakeholder Engagement:
Coordinate with developers, municipal leaders, and the Utah Department of Transportation to align infrastructure projects with statewide housing needs.Fund Management:
Oversee the State Housing Infrastructure Partnership Fund, monitoring the revolving nature of the fund and ensuring long-term fiscal sustainability. Oversee and manage the day-to-day operations of the SHIP team. Establish and maintain strong relationships with local government officials, state legislators, federal and state agencies, and other stakeholders. Assist agency management with strategic planning and internal policy development. Represent the agency in public meetings, local planning efforts, various committees, interagency work groups, and other similar capacities. Monitor and review project and policy proposals that may affect the agency. Serve as a liaison between the agency and outside entities to address concerns, provide input, and represent the interests of the Trust beneficiaries. Monitor market conditions and trends, evaluate opportunities to increase the value of division assets, and identify properties suitable for sale. Assist with marketing efforts to generate competitive interest, complete various administrative processes to prepare properties for sale, and negotiate sales transactions with prospective purchasers. Coordinate with other division team members on land management issues. Must be able to work collaboratively as part of a team to advance the mission of the division. Coordinate land stewardship efforts to maintain, repair, protect, and enhance the value of the division's assets. Identify opportunities for stewardship projects and coordinate project planning, equipment needs, supplies, contracting, in-house assistance, and volunteer needs to carry out projects.THE IDEAL CANDIDATE QUALIFICATIONS
Bachelor's degree (Master's preferred) in Public Administration, Finance, Real Estate Development, Urban Planning, or a related field is preferred. Seven to ten years of experience in private or public finance, infrastructure development, or state government leadership. Deep understanding of Utah's legislative process and land-use regulations. Five years of experience as land/real estate/natural resource management professional. Personnel management and team leadership experience. Experience working collaboratively with local government officials, state legislators, federal/state agencies, and related stakeholders. Knowledge and experience with real estate and related transactions. Knowledge and experience related to Utah water rights.
