Job Description

HAMPTON COUNTY ADMINISTRATOR POSITION ANNOUNCEMENT
Hampton County, South Carolina is seeking a motivated and dedicated professional for the position of County Administrator. The administrator is responsible for the overall management of County government, including the direction and supervision of department heads and administration of county functions in accordance with the policies formulated by the County Council. The County is looking for a leader with strong critical thinking skills who will be a collaborative leader and a consensus builder. Candidates should have at a minimum a Bachelor's Degree in Public Administration, Political Science, Business Administration, or a closely related field, preferably with at least five years of progressively responsible experience in city/county management or equivalent experience involving private or public institutions. A Master's Degree in one of these fields is highly preferred, but not required. The starting salary for the position is competitive and will be based on qualifications and experience. Essential duties include, but are not limited to:
  • Make recommendations to the Chairman and County Council as to appropriate policies, procedures, and changes for a more efficient government.
  • Implement policy decisions made by the governing body.
  • Direct the development and implementation of the County's goals, objectives, policies and priorities.
  • Approve personnel actions in accordance with County ordinances and regulations.
  • Direct and confer with senior staff concerning administrative, operational, and organizational issues.
  • Direct and participate in the preparation of studies, reports, contracts, agreements, agendas, correspondence, resolutions, and ordinances.
  • Coordinate County activities with other governmental agencies and outside organizations.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Attend meetings of the governing body and of committees
  • Direct the development, presentation, and administration of the County budget; prepare and oversee funding requests needed for staffing, equipment, materials, services and supplies; monitor revenues and expenditures; and oversee mid-year budget adjustments.
  • Keep the Governing Body regularly informed of County operations and activities.
  • Stay abreast of new innovations in the field of County management In addition to the listed duties above, the next administrator will need to have demonstrated experience in governmental finance and budgeting, including budget development, capital planning, procurement, grant administration, audit readiness and project management.
Candidates should also have a working knowledge and understanding of rural government operations and the particular challenges they face including infrastructure development, public safety service delivery and intergovernmental relations. The next administrator will be required to establish residency within the County during the first six months of their tenure. In many ways, the administrator is the face of the community and is expected to become a vital part of the community by attending community events, participating in civic clubs and events and other community activities.
